A <br />small mound of 15-18" will be added behind the existing fence at the end of the entrance way <br />and three evergreen trees will be planted on a low mound to shield the neighboring property from <br />light spillage. The applicant has agreed that he will remove the debris along the south property <br />line. Mr. Gillespie sent a letter to the adjoining residents informing them about the landscaping <br />concept and they were asked to contact Ms. Wenger so she can coordinate with NRP Group with <br />regards to planting of the trees. <br />Mr. O'Malley asked if the Commission finds there would be a need for additional buffering or if <br />the landscaping plan needs to be supplemented, that this be incorporated in the plans or the <br />motion. Ms. Wenger said that the trees may or may not be planted depending on the wishes of <br />the landowner; therefore, they should not be shown on the plan, but could be included in the <br />motion for enforcement. Mr. O'Malley said the Board be more concerned that plans are in <br />conjunction and conform to the Code, rather than just having a happy resident. <br />Scott Gillespie, NRP Group said that the meeting went well and identified the issues and how <br />they will resolve them. Mr. Gillespie said the 6-8 trees for the neighbor property were never <br />shown on the plan but that a letter was sent offering the trees. Chairman Koeth asked the <br />applicant if the trees are proposed to be planted on his site or their site. Mr. Gillespie said they <br />would be planted on their site. The applicant is proposing 12' poles on the driveway, instead of <br />the 18". Mr. Wenger said these were agreed upon due to potential vandalism and snow height. <br />1VIr. Koeth moved to approve the proposed plans with the recommendations by the <br />Planning Director and noting that the agreement regarding the planting of evergreen trees <br />is solely between the NRP group and the neighbor. Mr. Lasko seconded the motion, which <br />was unanimously approved. <br />V. NEW BUSINESS <br />Fiber Tower Corporation, 25151 Brookpark Road: (WRD 4) <br />Proposal consists of the addition of an antenna tower on high rise. Note: Architectural Review <br />Board addressed this proposal on 10-20-04. <br />Ms. Wenger said that Architectural Board of Review Board approved this proposal at the <br />October 17t" meeting citing no significant architectural issues. The Building Department said the <br />applicant will require a conditional use permit. Assistant Law Director O'Malley said there <br />seems to be a dispute by the applicant as to whether or not they are subject to Chapter 1151. Mr. <br />O'Malley indicated that he read correspondence stating that the applicant denies being a wireless <br />telecommunication facility. The applicant could request a conditional accessory use permit under <br />Chapter 1151.04C 2 if they are a wireless telecommunication facility. <br />Mr. Yager questioned which of the pictures submitted by the applicant were representative of the <br />proposal. The applicant stated that the package submitted is a general "sample" site package and <br />was not specific to this project. He further stated that all antennas will be enclosed in a cabinet <br />inside the building.
