Mr. Hreha voiced that he felt the DSW look is breaking away from <br />the consistency of the mall theme. The board is concerned that future vacant buildings will <br />each do their own theme/thing with company logo's and colors. The applicant felt there was <br />consistency in materials and textures and only the awnings and sign colors are different. The <br />board questioned the existing landscaping beds along the front walk. The applicant indicated <br />that all existing planters will remain as with previous tenants. <br />J. Lasko moved to approve IDSW of Great 1\Torthern Shopping Center their proposal <br />which consists of a new front facade and interior remodeling with the following <br />stipulations; 1). Awnings will have no up or dovvn lighting. 2). Landscaping in back area <br />will be similar to Applebee's in order to supply a buffer and shield from the loading <br />dock area. 3). Front awning over the main entrance to the store will be modified or <br />adjusted in order with the comments mentioned tonight. S. Hoff-Smith seconded the <br />motion, roll call on the motion; T. Hreha, C. Allan, J. Lasko, and S. Hoff-Smith "yes", <br />M. Yager "no". Motion passed. <br />3. Famous Dave's Barbeque; 26410 Great 11oTTorthern Shoppang Center: <br />Proposal consists of a new portico at the entry and cosmetic work on exterior walls. Note: <br />Architectural Review Board addressed this proposal on 7-21-04. <br />Acting Chairman Yager asked for department reports. Planning Director Wenger reported that <br />there were several issues that were overlooked at the Architectural Review Board meeting. <br />There were discrepancies regarding clarification of and the direction of the canopy lighting. <br />The proposed goose neck lights over the awnings do not require a variance, however, a <br />variance would be necessary if up lights are used inside the awnings. The proposed neon rope <br />lighting was not discovered by the Architectural Review Board and the applicant did not <br />disclose that there would be any neon type rope lighting on the building. Assistant Building <br />Coinmissioner Rymarczyk stated the neon/led rope lighting would require a variance. The <br />applicant is scheduled to attend the Board of Zoning Appeals meeting August 5, 2004, for <br />signage and light readings. However, the new photometric plans and cut sheets received <br />tonight show the lighting and readings to be to code. Assistant Law Director O'Malley <br />recommended Planning Commission address the variances and be very clear with their <br />recommendations as to what they would like granted. Mr. Rymaczyk reviewed that the foot <br />candles by code are allowed to be 5 foot candles throughout the parking lot and the original <br />drawings received were 5.2 to 5.3 foot candles. The light fixtures are required to have full <br />cutoff type luminaries and the current spec sheet does not clarify that. Ms. Wenger voiced <br />that the applicant agreed to submit revised drawings showing photometric levels that meet <br />code and luminary cut sheets with full cutoff. She hoped that the Planning Commission <br />would recommend the light fixtures and photometric plans meet code. Mr. Ports, the architect <br />and Mr. Baum, a representative for Famous Daves came forward and presented a new lighting <br />plan and landscape plan. The architect indicated the lighting had been lowered and the <br />awnings will be opaque. He suggested the light fixtures under the awnings were to glow the <br />walking area. Famous Dave's will not use the entire Chi Chi structure and will close off some <br />areas of the building. There will be exterior renovations to eliminate the Chi Chi look. The <br />exterior changes will include rustic colors the addition of stone, a new gable entry will be <br />constructed similar to other Famous Dave's rustic type look. Cedar trim, a red metal roof, a <br />significant amount of stone to the perimeter of the building will be added to break up the <br />building mass. Site improvements will consist of redoing the landscaping to the Architectural <br />Review Boards recommendations. The plantings will blend along Lorain Road consistent with <br />3
