capped ramp ran the entire length of the deck and the glass panels were to be used to hide the <br />ramp. However, the design of the ramp had to be changed so that the railing for the handi- <br />capped ramp was continuous and in line with ADA requirements. The minor change request <br />was for the design modification and the wood railing system. The design was approved but <br />the wood railing system was not and as the applicant failed to read the entire letter the wood <br />railing system was used which prompted them to be sent to Planning Commission. Mr. Yager <br />reviewed that when the applicant first went before the city the Architectural Review Board <br />tried to help the applicant enhance the appearance of the site by using the steel railing system, <br />an entrance canopy and landscaping beds which he does not see on the current plans. The <br />option of steel railing was chosen to blend and enhance the existing steel window system. <br />The applicants indicated that the deck would be stained once it cured which would be in about <br />4-months. The canopy and landscaping would still be installed to enhance the site. Planning <br />Commission felt the applicants should return to the Architectural Review Board to look at the <br />use of landscaping or other materials to help enhance the appearance of the site. <br />R. Koeth motion to send Pepper Joe's Restaurant of 24532 Lorain Road to the <br />Architectural Review Board for their comments and recommendations on what is <br />presently being proposed on the building today. The applicarat will return to Planning <br />Commission after meeting with the Architectural Review Board. S. Hoff-Smith <br />seconded the motion which was unanianously approved. <br />Woodpath Development Sign Lighting; Gessner & Woodpath Road: <br />The proposal is to install lighting to illuminate an existing "Woodpath" sign for Woodpath <br />Home Owner's Association of Westlake. The sign is located on property owned by the City <br />of North Olmsted at the intersection of Woodpath Trail and Gessner. <br />Chairman Koeth called all parties forward to review the proposal and as there was no <br />representative present Chairman Koeth announced that the issue would be tabled until the next <br />Planning Commission meeting. <br />VI. OI,D BUSINESS <br />Carnegie Management & Development Cornoration, Parcei E: <br />The proposal consists of a Target Store and 3 additional mix use buildings. Note: Structures <br />have relocated since the approved preliminary plan. The Planning Commission approved the <br />preliminary land use on May 27, 2003. Board of Zoning Appeals granted multiple variances <br />on 12/4/03 and 6/3/04. Planning Commission has addressed the proposal on 9/23/03, <br />10/28/03, 11/25/03, 4/27/04, 5/11/04, and 5/20/04. The Architectural Review Board addressed <br />the proposal on 11/19/03 & 4/21/04. <br />Chairman Koeth called all interested parties forward to review the request and asked for the <br />department reports. Mr. Berryhill with Carnegie Management and Mr. Renzi the architect <br />came forward to review the request. Planning Director, Wenger reviewed that the Board of <br />Zoning Appeals granted all the variances required. She believes that the plans have not been <br />altered since Planning Commissions last meeting however the applicant can address any <br />changes that may have accrued since then. City Engineer Durbin voiced that the Engineering <br />department still has ten issues which need to be addressed however a lot of them are <br />contingent upon O.D.O.T. approval. Assistant Law Director O'Malley advised that what ever <br />approvals Planning Commission contemplated they should incorporate Councils <br />contingencies as well as the Board of Zoning Appeals conditions of approval. The plans show <br />two egresses which are subject to O.D.O.T. approval. The applicant has agreed to mark the <br />right only turn lanes which were recommended by the traffic engineer and adopted by the City <br />2
