Engineer, i.e. right turn in, or slowdown lanes and lanes to enter the site in terms of ingress <br />and egress from the site. The plans show two points of access and although Planning <br />Commission has some local authority over access and turning lanes O.D.O.T. has final <br />authority when granting variances onto a limited access high-way. Therefore Planning <br />Commissions approval should be conditioned upon O.D.O.T's approval of the variance and <br />site access. <br />Mr. Berryhill reviewed that since the last meeting with Planning Commission, Board of <br />Zoning Appeals granted the variances required and they met with the City Engineering staff <br />and City Planner to address various engineering issues outlined in Ms. Becker's letters. They <br />discussed storm water issues, detail issues, Brookpark road, Great Northern Blvd possible <br />access points, traffic study issues and assuming partial liability for improvements to the area <br />which still needs to be worked out. However they are present for Planning Commissions final <br />approval. Planning Director Wenger questioned if the applicant removed the proposed curb <br />cut through the Krispy Kreme site to Great Northern Blvd as directed by Planning <br />Commission. The applicant voiced that they do not require nor need the access to Great <br />Northern Blvd however they feel it is a good practice to have internal access points and would <br />allow an access point onto their site then treat it like an out parcel. Ms. Wenger voiced that <br />promoting inner circulation is good but funneling traffic from a 24 acre development through <br />a 1 acre development does not make good since. Without the complete understanding of what <br />either owner is proposing to the city it is inappropriate due to the close proximity to Brook <br />Park Road. The planner was not comfortable allowing the inclusion of the access point as part <br />of an approval without understanding the proposed plan. The URS traffic consultant <br />expressed severe concerns over the proposed access point due to its proximity to Brookpark <br />Road and the effect of left hand turns which would cause staking through the site. Ms. <br />Wenger does not recommend the access point be part of the development plan approval. <br />Planning Commission agreed that the access to Crreat Northern Blvd should not be a part of <br />the approved plans. Mr. Yager pointed out that the building materials and colors were not <br />called out on the elevation plans and they should be. It was disclosed that the clerk had a <br />material board in her office. Clerks note: Although a material board was submitted neither <br />manufacture development codes nor colors were shown on the material board submitted. <br />Although the plan has nice architectural caricature it now looks like a strip center. He is <br />disappointed that there will be no residential use on the site. The landscaping plan is very <br />good and will be very strong. He was stunned that all the variances were granted as Planning <br />Commission recommended they be turned down. He feels as though his hands have been tied <br />and no matter what Planning Commission recommends other boards approve it anyways.. This <br />site is a critical site for North Olmsted and although it is nice it is not as nice as it could be. <br />The applicants felt that they had come a long way since their first submittal in working with <br />the city and the residents to fit their needs. The proposed Target store is like no other and was <br />designed for this site. The applicants believe that the site will get national recognition. <br />Building B will house a 10,000 square foot community room which can be used by the city if <br />they need an area for large meetings as can the neighboring hameowners association at no <br />charge. There will be an area for warming items and if someone wanted to have a wedding or <br />reception there would be cleaning and operational charges. Local organizational clubs will be <br />allowed to use the community room free of charge and Carnegie Management will maintain <br />the community room. <br />Mr. Skoulis the homeowner's association president came forward to discuss the residents <br />concerns. The residents did not want 4-story residential units and felt that it was a vast <br />imposition on them. He suggested that the judge mandated the site be rezoned some type of <br />mixed-use, including some retail and when approving the plans residents be taken into <br />3
