constructed it should never be converted to parking spaces. D). The main entrance has been <br />reconfigured to eliminate possible traffic problems. E). Applicants have submitted changes to the <br />northwest parking area, which will be reviewed. F). A tree survey was received however it is not <br />known how the site plans will interact with the survey. The Architectural Review Board requested <br />all the screening and fencing decisions take into consideration the tree survey to make sure the <br />residents receive the best screening. G). The Architectural Review Board requested the fence be 6- <br />feet high, natural color and be air permeable. The fence should blend back into the site by <br />transitioning the fence with trees and stones. H). The light pole heights and pole placements have <br />been reconfigured and ornamental lamppost will be used throughout the site. Assistant Building <br />Commissioner Rymarczyk reviewed variances required thus far: 1). Plans received that day show <br />that the garage requires a 25-foot setback variance. 2). Buildings C& D require a 15-foot height <br />variance. It is not known how many parking spaces or dwellings will be on the site with the current <br />plans. The current lighting plans are not detailed and there are a few questionable items but <br />without detailed drawings, variance requirements can not be accurately or fully determined. City <br />Engineer Mr. Durbin stated that to date the Engineering Department had not received any storm <br />water plans, storm water computations, and utility plans. Therefore, he could not conduct a report. <br />Assistant Law Director O'Malley commended the efforts of the City Directors for their continued <br />efforts in trying to work with the developer. The applicant is seeking final approval for their plans. <br />The Building Department and Planning Department has been working hard trying to keep up with <br />the ever-changing plans and should be commended in their efforts of trying to help the applicant <br />move forward and directing them in ways of bringing their buildings closer to the preliminary <br />drawings. <br />Mr. Berryhill reviewed that buildings C& D will now be 4 story high buildings allowing more <br />residential units, and Mr. Birkla with Flagerty Collins Property Management has been brought on <br />board to handle all aspects of the multi family units. Carnegie Management will strictly work on <br />the retail units. There will be no underground parking garage as the applicants felt that it was not <br />economically feasible for them. They will have a two story car port the first floor will be for the <br />retail units and the second floor will be for residents only. The area of the lot which will remain in <br />its natural state will be assigned easements to those residents which abut the land and they will <br />maintain the easement area. Buildings B will be 3 stories high first floor retail second and third <br />residential. The main entrance to the site has been reconfigured to allow traffic to flow safely on <br />and off the site. French drains will be placed along the rear base level of the mounds to drain the <br />runoff water. Applicants indicated their may be an additional building built in the future at the <br />west end of the site. Changes requested on the Target building were pointed out downsized <br />entrance, 4-foot lettering, additional kick-out added to south west corner. There will only be two <br />curb cuts on the site, one inline with the Target building that will be right in - right out only and <br />the main curb cut that will be inline with the existing Wal-Mart light. Applicants agreed to have 12 <br />foot high residential light fixtures throughout the site. Near residents there will be 20-foot light <br />poles and inward on the site there will be 30-foot light poles once the changes are placed on plans <br />they will not require lighting variances. Deliveries will be made between 8:00 a.m. and 10:00 a.m. <br />Mr. Birkla with Flagerty Collins Property indicated that his company requested a fourth floor as <br />amenities need to be added i.e. gym, meeting areas, private shops. Shopping carts will be stored <br />outdoors along the south side of the north east mound. There will be 8 storage units within the <br />parking lot which will be emptied every night. The storage area will not be enclosed but <br />evergreens will be used to buffer the carts from view. The board requested a brick enclosure be <br />added along the north side of the target building to house the shopping carts. Although the board <br />felt that the Target store had come far they requested that metal be used on the towers instead of <br />shingles. The board would like the towers to all have two bands instead of being varied. The <br />F proposed fencing atop the mounds will be sand or cedar color to tone down the massiveness. <br />3
