Board questioned lighting on parking garage and applicants indicated there would be no lighting <br />on second floor of parking garage. Applicants indicated that $6,500.00 is budgeted for annual <br />plantings every year on the site. Board requested the applicants show and call out the $6,500.00 in <br />annual plantings on the landscape plans. Building Department advised that for each unit there must <br />be a covered parking space of will require variances. The board suggested building a 3-D model <br />so everyone could get a better idea of what the buildings will structurally look like. Applicants <br />were asked to show placement of tree survey over a site-plan to better understand what effect the <br />mounding will have on the existing trees. Board reviewed that the Architectural Review Board <br />requested the mounds ungulate and 6-foot fencing atop the mound to preserve the existing <br />buffering. <br />The following residents were present: <br />Mr. Schoulis President of Homeowners Association, Mrs. Diver Secretary of Homeowners <br />Association, Mr. Barnett abutting neighbor, W. Gouker abutting neighbor, Mr. Lipcsey resident <br />and Councilman McKay. <br />Residents had the following concerns: <br />l. Concerned that there are continued changes to the site plans each time new plans are <br />submitted. <br />2. Residents do not want 6-foot tnound and fence, they want 8-foot mounds with 8-foot fencing <br />only. <br />3. Residents want enclosed garage not open and would prefer underground parking. <br />4. Residential setback needs to be increased along the north west end of the site. <br />5. Concerned that there is no green space on the site. <br />6. Residents requested the Board of Zoning Appeals deny the setback variance needed for <br />buildings C & D. <br />7. Neighbors requested applicants present 3-D model to clearly see what is going to be done. <br />8. Residents are concerned about the storage of carts outside and requested all carts be stored <br />inside the building. <br />T. Hreha moved to table Carnegie Management & Development Corpowation, Parcel E until <br />meeting next. J. Lasko seeonded the motion which was unanimously approved. Note: In the <br />framing of the motion Chairman Koeth advised the applicants to work closely with the City <br />Directors to create more detailed plans, address cart area, lighting plans, call out material on plans, <br />and details of parking garage. <br />IV. NEW I)EVELOPMENTS AND SUBDIVISIONS: <br />Rezoning for 30898 Bradlev IZoad: (WRD 3) <br />The proposal is to rezone a portion of permanent parcel number 233-07-025 from Limited <br />Industry, Industrial Park to Single Family Cluster. Current zoning for the portion of permanent <br />parcel number 233-07-025 within a strip approximately 60 feet wide along the north property line, <br />and parallel to Barton Road, is Residence, Multiple. Current zoning for the remaining portion of <br />the property which is to be rezoned is Limited Industry, Industrial Park The location is on the north <br />side of Bradley Road approximately 1,200 feet west of Barton Road. Note: this proposal was <br />tabled at applicant's request at the 3-09-04 Planning Commission meeting and tabled by the board <br />on 3-25-04. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Urbanick <br />representing the owners came forward to review the request. Planning Director Wenger reviewed <br />that the applicants returned to address the three issues brought up at the March 25, 2004 Planning <br />Commission meeting. 1.
