<br />CITY OF NORTH OL1ViSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCEI" <br />PLANNING CONIlVIISSION MEETING <br />MIlNUTES <br />MARCH 23, 2004 <br />I. ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:40 p.m. <br />PRESENT: Chairman R. Koeth, Board members; W. Spalding, T. Hreha, M. Yager, J. Lasko and S. <br />Hoff-Smith. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, City Planning Director K. Wenger, Assistant <br />Building Commissioner T. Rymarczyk, and Clerk of Commissions D. Rote. <br />ABSENT: Board member C. Allan <br />11. REVIEW AND CORRECTION OF MINUTES: <br />Planning Commission minutes dated February 24, 2004 and March 9, 2004 are submitted for approval. <br />R. Koeth motion to approve the February 24, 2004 minutes as written. W. Spalding seconded the <br />motion. Roll call on the motion; J. Lasko, W. Spalding, S. Hoff-Smith, T. Hreha, and R. Koeth: <br />"Yes", M. Yager "Abstain". Minutes approved <br />R. Koeth motion to approve the March 9, 2004 minutes as written. J. Lasko seconded the motion, <br />which was unanimously approved. Minutes approved. <br />Chairman Koeth reviewed the procedures that he would be following for the meeting. He indicated that <br />all further meetings would follow the procedure and the procedure will be added to the agendas. <br />III.BUII.DING DEPARTMENT REQUESTS: <br />1. V.F.W. Post; 30036 Lorain Road: (WRD3) <br />Proposal consists of site improvements, additional parking, site lighting, landscaping and adding Handi <br />Cap access ramp to rear of building. Note: The Architectural Review Board addressed the proposal at <br />their 3-18-04 meeting. <br />Chairman Koeth called all interested parties forward and requested the administrative reports. Planning <br />Director Wenger reviewed that the applicants went before the Architectural Review Board on March <br />18, 2004, and have submitted a new plan depicting the changes tbat were agreed to. Assistant Building <br />Commissioner Rymarczyk reviewed the four variances that the applicants require for their current plan. <br />He reviewed that the Planning Commission can allow the lighting of the flagpole as well as a single <br />two-lane driveway as shown. City Engineer Durbin reviewed that assistant engineer Becker's first <br />letter to the applicants showed 9 issues needing attention. The applicants contacted Ms. Becker on <br />March 12, 2004, to review the requirements and indicated all 9 issues would be addressed and new <br />plans submitted. <br />Mr. Kotansky, the Architect, and Mr. Richie the Construction Manager reviewed the proposal. <br />Planning Commissioners discussed existing conditions and the few changes requested by the <br />Architectural Review Board. The commissioners requested the applicants move the dumpster enclosure <br />to the north west corner of the proposed parking lot. Wood and galvanized steel will be used for the <br />enclosure. Applicants are to use light fixture shields to eliminate the need for a variance. Handicap <br />parking is to be moved to the west side of the site next to the handicap ramp. Applicants agreed to <br />remove 5-feet of the existing island to eliminate variance for width of driveway. Before the placement <br />of proposed trees, applicants will contact Ciiy forester. Applicants indicated that the building would <br />not be rented out until future updates take place. Planning Commission will require that the irrigation <br />system be installed when the applicants replace the front lawn. Planning Commission granted <br />permission for three in-ground lights to illuminate the flagpole and approved the single two-lane <br />driveway. Applicant's maintenance crew will maintain landscaping on site as well as painting the wood
