Lasko made a motion to approve the proposal of V.F.W. Post 7647 of 30036 Lorain Road <br />consisting of site improvements, additional parking, site lighting, landscaping and adding a <br />handicapped access ramp to rear of the building. Applicants will go before the Soard of Zoning <br />Appeals with following recommendations; (1). Recommend approval of the variance for no <br />loading dock area. (2). Recommend approval of the variance pertaining to not having an <br />irrigation system installed, with the stipulation that when the lawn area is renovated or replaced <br />an irrigation system is to be installed in compliance to city code: (3). The light fixtures will have <br />cutoff shields to eliminate the need for a variance. (4). 5-feet of the existing island will be <br />removed to meet the width requirements for the driveway. Therefore, no variance should be <br />required. This approval includes the following inclusions; (1). The dumpster enctosure is to be <br />moved to the rear properly line at the north west corner of the ezpanded parldng lot. (2). The <br />handicap parlang spaces are to be moved to the west side of the parlang lot nezt to the handicap <br />ramp. (3). Planning commission approves the illumination of the flagpole, and no variance will be <br />required for the single twalane driveway. (4). The applicants are to submit the revised drawings <br />addressing the engineering department's requirements. T. Hreha seconded the motion, which was <br />unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />Rezoning for 30898 Bradlev Road: (WRD 3) <br />The proposal is to rezone a portion of permanent parcel number 233-07-025 from Limited Industry, <br />Industrial Park to Single Family Cluster. Current zoning for the portion of permanent parcel number <br />233-07-025 within a strip approximately 60 feet wide along the north property line, and parallel to <br />Barton Road, is Residence, Multiple. Cunent zoning for the remaining portion of the properly, which is <br />to be rezoned, is Limited Industry, Industrial Park The location is on the north side of Bradley Road <br />approximately 1,200 feet west of Barton Road. Note: this proposal was tabled at applicant's request 3- <br />09-04 Planning Commission meeting. <br />Chairman Koeth called all interested parties forward and requested the administrative reports. Planning <br />Director Wenger reviewed that she Council members Nashar, & Gareau and the residents met with the <br />applicant prior to Planning Commission meeting. The Planning Director felt that the request for <br />rezoning was warranted based on five different factors 1). The 1992 Master Plan suggests the zoning be <br />changed to multiple resident, cluster development or single resident. 2). The zoning change would not <br />be contrary to the existing zoning patterns of the area. 3). The change would not create an isolated or <br />unrelated district. 4). Approval would not be a deterrent to future development of abutting properties in <br />the area. 5). Existing residents of the area are very concemed about the current zoning being light <br />industry and the effect that zoning would have on their neighborhood. <br />Mr. Urbanick the contractor for the owners came forward to review the request for rezoning. They feel <br />that the area could be developed multi family and house a maximum of 53 units. The commissioner's <br />questioned if they could not only looking at rezoning the current lot but expanding the rezoning to other <br />parcels, which aze, zoned light industry in the area. The Assistant Law Director advised the <br />commission that they could look at abutting parcels while viewing the current request. The commission <br />felt that if they look at rezoning additional parcels the neighbors and parcel owners of the abutting <br />properties should receive notices of the meeting. The Planning Director assured the Commission that <br />she would be looking at the area while updating the Master Plan. T'he following residents were present <br />for the discussion Ms. Basic, Ms. Sheridan, and Ms. Dolle Residents voiced the following concerns, <br />the number of units that will be built on the parcel. The increase and affect on traffic the proposal <br />would create. The amount of woods they would lose. Concerned about current sewer problems <br />increasing when developer ties into the existing sewer system. They want to make sure there is <br />sufficient buffering for the existing businesses, which abut the property. The neighbors agree that the <br />zoning should be changed from light industry. They would also like the commission to look at the <br />2
