Motion failed <br />R. Koeth motion to table Dunkin DonutsBaskin Robins proposal. W. Spalding <br />seconded the motion, which was unanimously approved. Spalding. Mr. Guuniug asked <br />for clarification and Mr. O'Malley answered the request. <br />2. Dale Schmidt ;(PP# 234-09-017) Sublot #9 Industrial Parkwav: (VVRD 3) <br />Proposal consists of construction of self-storage structures business <br />Note: variances are required. The Architectural Review Board approved proposal with <br />conditions on 2-18-04. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Schmidt, <br />the owner and Architect each came forward. City Planner Wenger reviewed the use of the <br />lot and what Architectural Review Board requested the applicant's change to aesthetically fit <br />into the neighborhood better. Building Commissioner Conway advised the commission that <br />the other lots in the neighborhood were granted variances due to the shapes of the lots. The <br />applicants do not require much parking and his recommendation to the Board of Zoning <br />Appeals is going to be to deny the variance request. He suggested that the board have the <br />applicant return after addressing the Board of Zoning Appeals. City Engineer Durbin <br />reviewed that his office sent a letter to Mr. Schmidt's engineer to address the 14 concems <br />outlined in Ms. Becker's memo and to date he has not heard from the applicant nor received <br />revised plans. <br />Mr. Schmidt reviewed his meeting with the Architectural Review Board and what changes <br />they requested he make to the site. They did not like the amou.nt of inetal roofing on the <br />fiont of the building. They requested a sand color brick band be added to soften up the <br />buildings, which has been done. The landscaping has been moved there is only three parking <br />places. A parking front is not allowed. They need the parking in front to keep the site <br />secure. The potential renters will park outside the gates then enter the office area only. <br />Building Commissioner Conway reviewed the variances required and the landscaping <br />changes the Arclutectural Review Board requested. Mr. Spalding questioned if the structure <br />was moved back if it would elimiuate the variances. Even though the parking time would be <br />limited. Building Commissioner Conway does not feel that the applicants have a hardship. <br />The board would prefer the applicant move the buildings back to meet the codes. Building <br />Commissioner Conway felt that regardless if the variances were required in the front or back <br />there is no hardship. The Board requested the applicant move the buildings into code. They <br />discussed why any variance should be granted on a vacant lot. <br />J. Lasko motion to recommend the Board of Zoning Appeals require the building be <br />moved to come into code and that all the recommended improvements be incorporated <br />into the plans. The Chairman advised that the applicants would return after the Board <br />of Zoning Appeals meeting with plans showing all the recommended changes. R. Koeth <br />seconded the motion, which was unanimously approved. <br />3. ENT Health Services; (PP# 236-02-006) 25761 Lorain Road: (WRD4 <br />Proposal consists of a 2,784 square foot addition and partial alteration to existing building. <br />Note: Variance required for adding to a non-conforming building. The Architectural Review <br />Board tabled but forwarded the proposal on 2-18-04 <br />3
