Chairman Koeth called all interested parties forward to review the proposal. City Planner <br />Wenger reviewed that the applicants met with City Officials and the Architectural Review <br />- Board and have agreed to address landscaping on the entire site as requested. They will be <br />matching the existing building materials for the new addition. Building Commissioner <br />Conway reviewed that a special permit to add to a non-conforming building is required due <br />to the front buildings being constructed prior to the codes being written. Mr. Durbin <br />indicated that they required detailed engineering plans, which will need to include the <br />underground water retention system plans. <br />Mr. Augaustidis the Architect reviewed that the owners hired him to do a feasibility plan to <br />make sure the city is open to a surgical ward being added to the building. It is required to <br />have an emergency generator, and there will be a masonry wall around it as requested to <br />buffer the sound. Mr. Koeth questioned if the color and design both would match the exiting <br />buildings. Mr. Augaustidis indicated that everything would match the existing building but <br />there would be no windows on the new add.ition so the suite can remain sterile at all times. <br />There will be a total of four doors clients, gas storage, and two loading doors for supplies. <br />There will be sidewalks around the entire bualding. The board reaffirmed the Architectural <br />Review Board request to replace the dead plants throughout the entire site. The Board would <br />like to see the completed plans and does not see anything objectionable at this point. <br />J. Lasko motion to recommend the Board of Zoning Appeals grant the special permit to <br />add to a non-conforming building. W. Spalding seconded the motion, which was <br />unanimously approved. City Engineer G. Durbin advised the applicants to closely look at <br />the engineering requirements for the site, and submit their plans. <br />4. Sunnvside Saturn; (PP# 232-25-010,033 & 232-26-001) 27000 Lorain Road;(WRD 1) <br />Proposal consists of site lighting. Note: The Architectural Review Board approved proposal <br />with conditions on 2-18-04. Variances are required. <br />Chan-man Koeth called all interested parties forward to review their proposal. City Planner <br />Wenger indicated that the applicants would like to address lighting issues on their site. They <br />have had some safety issues arise due a dark spot on the lot. They would like a favorable <br />recommendation for their variances. Building Commissioner Conway advised that the height <br />variance is for the concrete base only. The candle levels show an average light level of 6.4 <br />and code requires maximum average reading of five (5). <br />Mr. Frye voiced that there has been vandalisms to the site and theft in the area that is <br />cunently very dark. They would like to bring down all the light poles to 20-feet heights and <br />add an additional light to help deter the vandalism. The basis of the new pole light requires a <br />variance as he would like it to match the existing basis's on the lot to keep them uniform. <br />Building Commissioner Conway felt that the only issue would be maintenance of the basis's. <br />The area surrounding the site is commercial and the light spillage is onto the street. They are <br />addressing parking by removing cars from site. He indicated that the Building department <br />had no objections to the variance requests. <br />W. Spalding motion to recommend the Board of Zoning Appeals approve the variances <br />requested but make it contention upon the Architectural Review Boards <br />recommendations being completed. S. Hoff-Smith seconded the motion, which was <br />unanimously approved. W. Spalding motion to approve Sunnyside Saturn of (PP# 232- <br />25-010,033 & 232-26-001) 27000 Lorain Road, which consists of site lighting contingent <br />upon variances being granted. S. Hoff-Smith seconded the motion, which was <br />unanimously approved. <br />4
