It is not a good drawing as to <br />where the creek goes. Mr. Spalding said they need to see an accurate drawing. Mr. Koeth said his only <br />problem is that where Sprint wants to locate it, they need a variance for 15 feet and they are trying to <br />squeeze it in because they don't have enough room. They will put an 8 foot fence around it. Mr. <br />Conway interjected and said the landscaping buffer is to mute the affect of the facility. This facility is <br />300 feet from the property lines. It is within the purview of this Board to look at this and say the <br />applicant has the 300 feet, therefore the they don't need as big a landscaping buffer. Mr. Koeth said his <br />concern is they have the fences up and outside the fences will be the everareens. He believes it will be 3 <br />foot arborvitae. That means where people will be walking in and leaving the stadium, you will have <br />limited room and landscaping squeezed in there. He added it is tight in there now. The plants will be <br />torn up and Sprint will be responsible for taking care of that. Mr. Hyland agreed the plants would get <br />messed up. Mr. Koeth said on a good football night, the entire back parking lot is full and there's a good <br />amount of traffic through there. Mr. Hyland said that would only be 5 nights a year. 1VIr. Hreh1 said <br />that Mr. Hyland is trying to minimize the problem by saying 5 nights a year. He said Mr. Hyland made <br />the point a while ago about where the most walking traffic comes from. He asked if Mr. Hyland's <br />position with the School Board requires him to go to those 5 games a year. Mr. Hyland said it does not. <br />Mr. Hreha asked if he has been to any games this year. Mr. Hyland said he has been to 1 game. Mr. <br />Hreha said he has been to all the games and he parked on both sides and he disagreed with Mr. Hyland. <br />He would say the traffic on the north and south side is almost even. Mr. Hyland said he is talking about <br />traffic once people are in the stadium for the event. There is more traffic that goes north. The south <br />traffic is from the band and the players as they leave. He said once people are in the complex most traffic <br />ends up going from the stands north throughout the event. 1VIr. Hreha said that is not what he understood <br />hiin to say before. He said now that Mr. Hyland has made himself more clear, he does not disagree in <br />terms of traffic within the stadium during a game. He said he thought Mr. Hyland was referring to traffic <br />coming into the stadium from the north lot versus the south parking lot. 1VIr. Hyland said his main <br />concern about that complex is during an event how people get in and out. They want to minimize <br />problems. His main concern with having something there is vandalism as people move around. Mr. <br />Hreha said he does agree with his position now but he would like to add that during a game the amount <br />of people moving north or south is vastly less than before the game or particularly right after the game. <br />The amount of traffic around the proposed pole is going to be huge once a game is over. 1VIr. Koeth said <br />that is the point the Board is trying to make. It is the Board of Education's decision as to where they want <br />the pole to be, but the Commission's recommendation would be to put it on the other side of the ditch, as <br />close to the ditch as possible, and away from the stadiuin, as opposed to where all the activity is. Mr. <br />Spalding mentioned the area where the band assembles is an issue. Mr. Hyland said one solution for the <br />band is to use portable stands. When the band is at the south end, they take up 1/3 of the seats. From a <br />safety standpoint, the band can be relocated. They are looking to solve that. He said his personal feeling <br />is that Sprint would probably love to put the tower on the other side because it would be easier for them <br />to put an access road coming off the parking lot than to re-do the walkway and put in additional asphalt. <br />The electrical would be easier to deal with coming off of Burns Road. 1VIr. Hreha said if Sprint would <br />rather put it there and the Commission thinks it would be better there, especially for safety, why is this a <br />problem. Mr. Hyland said it has been the recommendation from the very beginning that the school was <br />not interested in just having a tower put up for no purpose whatsoever. As they looked at that as a <br />location, they saw it would be part of a future development of re-lighting that stadium area. The pole <br />they picked is 1 out of 8 poles. As for the other 7 poles, the school is not ready to do make a move to do <br />a new lighting system. He said that means that Sprint is confined as to where they can go. He said if part <br />of their plan this year was to re-light the stadium, there are things they would sit down and talk about <br />such as moving the pole 15-20 feet to make it the focal point for the other poles. Mr. Yager said the <br />School Board, and particularly the Buildings and Grounds unit, has reviewed this countless times before <br />the Planning Commission saw it once. He asked if the School Board has already defined the proposed <br />location as the best one. He said ultimately he believes the school knows best where it suits their plans <br />5
