would not make a difference since it is such a short distance. However, there are tennis courts, and <br />stands, and a narrow piece of land there. A number of board members indicated there are no stands back <br />there. Ms. Amy Habinski, a representative from Sprint, indicated there are, in fact, stands there. 1VIr. <br />Koeth said the stands can be moved and with Sprint's help, the tennis courts can be moved. He then <br />asked for a representative from the Board of Education. Ms. Habinski said there are 2 representatives <br />present. She said to reiterate what Mr. Richards has said, they are not saying they cannot use that <br />location but they don't think it makes the best sense or is the most advantageous place to put it. What Mr. <br />Richards was trying to get to is the way the creek curves, when you go across it you end up close to the <br />edge of the parking lot before you have enough room to build. Mr. Koeth said where Sprint has it now <br />they are blocking off a big section of where the spectators can actually walk to get to the stadium. The <br />Commission is looking out for the schools and the City in this situation. Ms. Habinski said Sprint has <br />approached this in a way that made sense to them. They wanted to go with a dual purpose pole. It is a <br />pole for them and lighting for the field. Mr. Koeth asked if they are putting new lights on the pole. 1VIs. <br />Habinski said the school may at some point upgrade their lighting. Mr. Koeth asked if Sprint plans to <br />help the school. 1VIs. Habinski said there are no plans to do that. Mr. Koeth said if they were to <br />eliminate one of the poles at the end of the stands, then it would be another configuration for the lights. <br />There has to be another sets of lights on the pole if they grant this. The poles they have now at the end of <br />the stadium, on the last telephone pole, are not where they would want it to be if Sprint put another set of <br />lights there. Ms. Habinski indicated the Board needs to direct that to the school. Mr. .Ioe Hyland, the <br />Supervisor of Buildings and Grounds for the school district, came forward. He said the drawing that has <br />been used for this proposal is not an actual drawing. It is part of a proposal that was done by an <br />architectural firm years ago to give them some options as to what they can do. Where you see tennis <br />courts behind the stands there, they don't exist. The actual courts are part of what looks like a parking lot <br />on the drawing. He said when Sprint first came to them with the proposal, one of the things the school <br />said is they don't want a stand-alone pole that has no function for the school system itself. They then took <br />a look at the only place they have taller structures, the light poles for the stadium. There are 4 poles. <br />There are two directly behind the stands, one on the north and one on the south side set closer to the <br />track. The concern they discussed is the distance they need to be from the property lines, which is how <br />they ended up near the field. He said most people that come into the stadium are coming in from the <br />Middle School parking lot so putting the tower on the north end would be a bigger problem as far as <br />accessibility. There are track events that take place on that end. On the south end of the home stands <br />where the current light pole is, in their estimation, it would be the least obtrusive. He said if they <br />replaced the existing pole there by putting the same lights on the pole, they are basically not changing <br />anything as far as lighting for the football field. They are looking to do some upgrades for that stadium <br />and if they were to upgrade, they would not want to have 8 poles out there. They could conceivably have <br />4 poles. They have restricted Sprint as to where they go because there are existing poles there and that <br />pole is dependent on the other 7 poles in order to focus the lights on the stadium. One of the options they <br />felt they could have is a replacement of this pole in that area and it could become the focal point of where <br />the other 3 poles would be placed in the stadium itsel£ He believes the pole that is down there has 3 <br />guide wires that actually come down and are more of a safety hazard than what Sprint is proposing to put <br />around the base of the pole. When this was brought to the School Board, at a meeting at the high school, <br />the entire School Board and other interested parties at the meeting all walked down to the proposed site. <br />It was at that point that it was agreed that would probably be the only location on the school site that <br />would be acceptable for placement of the pole. 1VIr. Spalding aslced Mr. Hyland as the buildings and <br />grounds person, when they are talking about upgrading the stadium, doesn't it make sense that the area <br />around the stadium be as free of impediments as possible. He said they may be impeding the <br />development of the stadium by putting up such a structure along with its surroundings. As Mr. Koeth <br />said, if they move the pole to the other side they would probably need lighting over there too. He said if <br />they are going to upb ade the stadium anyway, it makes sense to him to have the area as free of <br />impediments as possible. Mr. Hyland said if it was a desire to have the area free of impediments, they <br />would not even consider the pole being there. That pole being on the other side, as it is now there are 8 <br />4
