It is not for the pole itself and the top of the pole will not be <br />lighted. There will be no lighting to speak of for the compound except for when a technician visits the <br />site and that is a frequency of once per month. The second item is the.15 foot buffer. In order to keep the <br />tower in its place and symmetrical to the rest of the poles, and as close as possible to the existing poles, <br />they had it offset by 15 feet which they would need to do in order to get a 15 foot buffer between the <br />pathway that runs along side the field and the track. He said they have a layer of arborvitae around the <br />entire site at this point. <br />Bonrd Member Questions and Comments <br />Ms. Wenger said a suggestion was made at the last meeting to take a look at the soccer field and other <br />off site locations. She also thinks it was the Commission's suggestion to look at other areas on the school <br />site that meet the 300 foot setback. She asked if Sprintcom has done that since the Commission was <br />concerned about the traffic in the proposed area during school hours and when it is used for events. She <br />asked if there are other locations on the site that would have a less impactful presence. 1VIr. Richards <br />said he met with representatives of the school district and they went over that concept at length. Of all <br />the areas that are available to meet the 300 foot setback, the proposed location was still by far the best <br />location as far as not being directly adjacent to a school building, meeting the setback and yet having <br />buffer to the west where there are trees and the earthen mound that buffers it from the properties to the <br />west. They are not creating another structure. They are trying to replace the existing pole and utilize the <br />existing lighting array. For these and several other reasons, they still believe this is the best site for the <br />pole. Mr. Yager asked if the green colored section of the map shows the allowable area for a tower that <br />would provide the required setback. Ms. Wenger confirmed it does. Mr. Koeth asked if Mr. Richards <br />was aware of the map that shows the allowable areas for a tower that was provided to the board members. <br />Mr. Richards said he did not see that map but he has a larger base map that he provided to the City to <br />work from. He posted the map on the wall for the Commission and audience members to see. Mr. <br />Hreha said he would like to understand what circumstances caused Sprint to eliminate the service area by <br />city hall as a prospective site. Mr. Itichards said when they approached the City about the service area <br />for the same type of monopole, they identified the best spot for the pole to be the area where the salt <br />dome is now. The City had stated it is planning a redevelopment of the land adjacent to that and may at <br />some point relocate the service department into a different area or away from city hall. That land would <br />be used for some kind of municipal expansion. He said Sprint is talking about a 25 year lease and once <br />they erect a tower, they don't want to move it around so that area was ruled out. Mr. Koeth asked Mr. <br />Richards to point out on his map the proposed location of the tower so the audience members could see it. <br />Mr. Richards then reviewed the site and explained street locations in relation to the tower. Mr. Koeth <br />explained the layout of the site. He said coming from the south, where a lot of people park to go watch a <br />soccer match or football, there is a path, a bridge, and the track with a fence. He said with that location <br />there will be about 5 feet to squeeze through. Mr. Richards said the drawing he is using has some <br />theoretical locations. He referred to an area that is shown as parking but is actually grass and the tennis <br />courts. li'Ir. Koeth asked if there was ever any discussion about flopping the tower over to the other side, <br />to the south, on the other side of the creek. He said the tennis courts are supposed to be relocated. If they <br />move the tower, it will cross the creek and be out of the way of what they consider space for the stadium. <br />He indicated putting the tower there might be the impetus to getting the tennis courts moved. He thinks <br />Sprint might even help the school with moving the tennis courts to the other practice areas. Mr. Koeth <br />said he walked that area this past weekend and can envision a tower fitting there. The maintenance road, <br />if the school can go along with moving the tennis courts, would benefit. He said Sprint could use part of <br />the parking lot and a small service road could go to the antenna. He said if the tower is to go where <br />Sprint expects it to be, he would recommend a full service road all the way back in case of fire or <br />emergency. Mrs. Hoff-Smith asked for clarification on the area where Mr. Koeth is suggesting the <br />tower be moved. Mr. Koeth reviewed the map and said the tower would go on the other side of the <br />creek and be as close to the trees as possible. Mr. Richards said that location from an RF standpoint <br />3
