town. Sixty percent of fire runs are to the east, while forty percent are to the west. Possible <br />future growth or expansion will take place on the western end. It will most likely be in close <br />proximity to the existing station #2. The report shows possible locations for the fire station (see <br />map). <br />Location/Property #1 - 29590 Lorain Road <br />The site is a heavily wood lot directly across from Christman Drive. The home on this property <br />was built in 1$30 and has some historic value. If response time was the only parameter, Chief <br />Klecan said this would be the best location. Theoretically, the location of a fire station is more <br />important that any building. It is important as it fits the needs of the City. The neighboring <br />property was purchased by the Metroparks with the intent for a parking lot and a trail head <br />bicycle access for the bike path. Coordination of water and utilities between the park and the <br />city could be a cooperative effort. This property also enables access back into Bradley Road <br />Reservation. The property in itself is still wide enough to get a 4 bay station, approximately <br />12,000 square feet, which is what the needs would be. This property has the least impact on <br />residents. <br />Location/Property # 2 <br />This site is approximately 2'/2 acres and is for sale. This is a land locked piece of property. <br />Purchasing this property would put the building off the road. This property is bordered by 15 <br />residential properties. This would be a more expensive property to make it adaptable. This is on <br />the farthest eastern section of the piece of road that GIS survey identified as optimum location. <br />Loeation/Property #3 <br />These properties have two single family homes and two vacant lots. It is a little small to get a <br />12,000 sq ft building and parking lot on. There will be minimal impact on residential and <br />backing up to homes on Christman Drive. The area would offer some buffering to residents. It <br />is outside of the optimal zone. Response time would be increased. <br />Location/Property 94 <br />This area would require combining a number of smaller properties that fall within the optimal <br />zone. Getting the owners to sell could be a problem. To obtain the kind of area needed to build <br />a station, it may be a struggle with obtaining this property and this would have a negative <br />commercial impact. <br />Other Options <br />Another suggestion for a property at 30095 Lorain, situated at the western end, has value to the <br />Landmarks Commission and it is for sale. This, too, would have significant negative impact on <br />response time and would create some other issues. <br />Chairman Koeth reviewed the data about the current fire houses. Fire Station #1 is 18,000 sq. ft. <br />with 187 ft frontage, would be a two story building. Chief Klecan said a two story building <br />offers training opportunities that could be incorporated into the design of the building, thereby <br />saving money and training fire fighters in house and ready for assignment. Currently, there are <br />14 man shifts with seven firefighters. Mr. Spalding asked if this facility is comparable to fire <br />station # 1 as far as size, equipment and manpower. Assistant Fire Chief Robertson indicated it <br />would be smaller in size however; there is an administrative office at station #1 that does not <br />need duplicating. The desire of the Fire Department is to have a station that will aesthetically <br />improve the western end and set the tone for future development, while providing a low <br />maintenance facility. Property # 1 and #4 would prevent a drive thru situation for equipment <br />which is optimal. <br />If in the future, more senior housing is anticipated in the City, this could create a large impact on <br />the number of EMS runs. The City of Westlake has experienced this. Property #1 would allow <br />8
