Corner Stone Plaza, 23420 Lorain Road: (WRD 2) <br />Proposal consists of the renovation of the current 3000 square building along with the <br />construction of an additional 8470 square foot building to be joined to the northern end of the <br />current building. Note: The Architectural Review Board addressed this proposal on 9/22/04. <br />Planning Commission tabled this proposal on 9/28/04. <br />Planning Director Wenger reviewed that the applicants made all the recommended changes <br />Planning Coinmission requested. The Board of Zoning Appeals granted a special permit to add <br />to a non-conforming building, a 16-foot variance for setback from right-of-way, 10-foot side <br />yard setback for west property line, 3 luminaries at north property line and a variance for <br />luminary mounting height at north property line. The north side parking was changed to angled <br />parking, the landscape buffer was reduced to 15-feet to accommodate the north side entrance, the <br />revised plans shows the required irrigation and the loading areas are properly sizes. City <br />Engineer Durbin indicated that there have been no engineering plans submitted to report on but <br />the applicant should be aware that no permits can be issued until working engineering plans are <br />received and approved. Mr. O'Ma11ey advised the applicants that the Board of Zoning Appeals <br />has requested that all strip center owners evenly distribute the proper square footage allowed for <br />signage to each tenant thereby esta.blishing uniform criteria for signage on the lot as they do not <br />want to see each tenant coming in for variances. <br />Mr. Montgomery stated that they met with different City officials to establish the final design. <br />He received a copy of the sign code from the Building Department and they will have a master <br />sign package which will be explained to each tenant. The changes made to the landscaping were <br />approved by the Architectural Review board. The angled parking will be 72 degrees + or - which <br />eliminated only one space and maintained the width needed. The dumpster enclosure will be <br />masonry and the gates will be board on board. It was noted that the blue print dated October 6, <br />2004 calls for Chain link gates not board on board as requested. The board felt that the <br />applicants had did a good job addressing the site and believes that it will be an improvement to <br />the city. <br />R. Koeth moved to approve Corner Stone Plaza of 23420 Lorain Road their proposal which <br />consists of the renovation of the current 3000 square foot building along with the <br />construction of an additiona18470 square foot building to be joined to the northern end of <br />the current building as shown in plans dated October 6, 2004 ezcept that the dumpster <br />gates are to be board on board with a steal rail system. T. Hreha seconded the motion <br />which was unanimously approved. Mr. Lasko thanked the applicant for making the changes <br />the board asked for in such a timely manor and working so efficiently with the City. <br />VI. COMMITTEE REPORTS <br />VII. LEGISLATION <br />Ordinance no 2004-153 <br />An ordinance amending various sections of chapter 1126 of the north Olmsted zoning code <br />in order to establish formalized pre-submittal conference requirements, and otherwise <br />improving and streamlining the administrative review process, for all development plans <br />subject to chapter 1126 review. <br />Ms. Wenger suggested that the changes are extensive but very much needed to streamline the <br />process. Mr. Spalding believed that wording should be added to protect the city when applicants <br />request variances as it adds time to the review process and should not be counted against the <br />city's 60 day review timeline.
