abstained and if he would abstain again today, we would then be short one <br />member and not have a quorum. Mr. Althen, then said he is abstaining today <br />because he knows the individual who owns this property and is also one of the <br />interested parties in purchasing this property. Mr. O'Malley suggested that the <br />Board does not proceed today aaid to table this for next month. Also, the last <br />time this proposal was before the Soard, it was suggested that a structural <br />engineer inspect it and report its findings. Mr. Conway said it was a registered <br />architect who does the plans examining, not a structural engineer. <br />He informed the Board that in order for them to be protected, they take formal <br />testimony, make findings under the code and have proper determinations done. <br />He also said he would prepare a draft with proposed recommendations for <br />motions. Mr. Conway said if the homeowner appeals this, then the Board could <br />make a recommendation to Council to have the structure demolished. Mr. <br />O'Ma11ey said there is a provision for emergency summary condemnation a.nd <br />said this is a type of situation where the City can get into trouble when an <br />executive decision is made. Mr. Engoglia said there should be better legislation <br />for Boards and/or Council to start condemnation procedures and feels the laws <br />should be upgraded. <br />P. Engoglia motioned to table this proposal for next month's meeting, N. Althen <br />seconded the motion, which was unanimously approved. <br />V. ADJOUItNMENT <br />P.
