ROLL CALL: <br />Chairman Puzzitiello called the meeting to order at 5:30 p.m. <br />PRESEN'T: Chairman R. Puzzitiello Board members; R. Klesta, M. Conway, and N. Althen <br />ALSO PRESENT: Building Commissioner D. Conway and Clerk of Commission D. Rote <br />ABSENT: Board member P. Engoglia. <br />H. REVIEW AND CORRECTION OF MINUTES: <br />The Board of Building Code Appeals minutes for December 18, 2003 are submitted for approval. <br />M. Conway motion to approve the Building Board of Appeals minutes dated December 18, 2003 as <br />written. R. Klesta seconded the motion, which was unanimously approved. <br />III. OLD BUSINESS: <br />IV. NEW BUSINESS: <br />1. Chris Nesueca (Mack Industries) 201 Columbia Road, Vallev Citv, OH: <br />1315.05 C Material and or method of construction not specifically authorized by Building Code. <br />1315.01 d Strength and or stability of proposed structure not specifically covered by Building Code. <br />Mr. Nespeca reviewed how long their business has been running and when they first started constructing walls <br />for commercial and residential buildings. They first started building basement walls in 1992, since that time <br />none of their pre-stressed walls have not experienced any failures. It was discussed that the walls are one to <br />two courses above grade and the builder is responsible to seal the walls once they are in place. Mack <br />Industries taps out the site themselves before the walls are placed. The pre-stressed method can span large <br />distances without supports and used in bridge beams. Their walls have been used on commercial sites for <br />some time but now they are starting to introduce their products into the residential market. For the areas that <br />will be above grade, they can stamp the product at an additional cost if the client wishes. The walls are poured <br />out a thousand leaner feet a day and a piece of foam is used to create the ledges. The walls are poured and <br />while the concrete is wet panels are laid out, the areas for windows, openings are scribed, and the corners are <br />dug out. Once the concrete is dry, a 36-inch saw is used to cut the walls to size. They have conducted tests to <br />find the walls breaking point and found that the wall scan withstand three times the pressure soiUbackfill can <br />produce. The walls are sealed at each connection and the walls are channeled so that if water does get inside <br />the wall it drains to the footer tile. It was questioned how the walls hold up in soft spots and sandy areas. Mr. <br />Nespeca suggested that as the walls are solid they bridge soft spots better than "normal" or poured basements. <br />The R-value is one or two with urethane inside it is R-value is (7) seven. He indicated that they would be <br />willing to allow the inspectors to come to their company to see how the walls are produced and learn how to <br />inspect the walls. Currently the longest wall can not exceed 48 feet so it can fit on a truck bed. Mr. Klesta <br />suggested that as it is not currently in the City codes each proposed use can be addressed individually. Mr. <br />Nespeca felt that it would not be to long before it is addressed in the code-books. He would be more than <br />willing to teach the inspectors what to look for when they are conducting their inspections. The board members <br />suggested contacting the Building Commissioner to set up free training. Discussion regarding their pricing <br />being competitive with the current market took place. <br />R. Klesta motion to approve (Mack Industries) 201 Columbia ltoad, Valley City, OH their product into <br />Noa•th Olmsted Codes, which will include the applicant schooling the inspectors on how to and what to <br />look for, when iaespecting the product. M. Conway seconded the motion, which was unanimously <br />approved. Mr. Nespeca indicated that he would set things up with the building department.
