Parks and Recreation Commission Meeting <br />January 10, 1996 <br />Page Three <br /> <br />Friday night public skates have been ongoing with very few problems, and a third cashier has been <br />added in an effort to move the crowd into the rink in a more timely and orderly manner. Janet <br />Saringer suggested admitting resident cardholders early in order to relieve some of the congestion <br />in the lobby. Mr. Dolansky stated that this might work very well if the crowds continue to grow. <br /> <br />Westlake has passed a 25-year levy and will be constructing a $12.2 million recreation complex <br />and park; however, there are no plans for an ice rink. Rocky River is planning on building a gym <br />facility adjacent to their ice rink as well.. <br /> <br />A letter was received from Mr. Janis, President of North Olmsted Hot Stove Baseball, regarding <br />the potential of waiving field preparation fees. Ms. Koster-Marquardt commented that the policy <br />of fee payment should be uniformly enforced for all groups, if one group pays then all the groups <br />should pay. Mr. Gardner asked who was responsible for canceling the games and re-scheduling. <br />Mr. Dolansky replied that the Department cancels the games until a certain time, and then it is the <br />decision of the umpire. This has created discrepancies in the billing of the actual number of games <br />played on the fields. N.O.H.S.B. is planning to attend the next Commission meeting and the <br />proposal will be entertained at that time. An idea presented by N.O.H.S.B. to improve the fields <br />would be construction of dirt bins for field maintenance; this will also be discussed at that time as <br />well.. <br /> <br />Some discussion was had regarding the Recreation Committee of City Council meet with the <br />Parks and Recreation Commission. Janet Saringer is the Chairperson for the City Council <br />Recreation Committee. Plans were tentatively made for March 13, 1996. <br /> <br />Janet Saringer raised the issue of the improvements being planned for Springvale Golf Course. <br />Safety Director, Carolyn Kasler, stated that this is not under the jurisdiction of the Parks and <br />Recreation Department, but it was agreed that it is of interest to the Commission. <br /> <br />The adjustment of our fee structure was discussed. Mr. Dolansky stated that after a budget is set <br />for the Department a committee should be formed to look at the issue of increasing the fees. Mrs. <br />Hayes and Mr. Gardner volunteered to be members of the committee and the Board suggested <br />that Bob Kasler be chosen to lead the special review with the guidance of Mr. Dolansky. <br /> <br />Report by Safety Director <br /> <br />Ms. Kasler commented that she was pleased with the action taken on the carbon monoxide issue, <br />and that a nice job was done on decorating the facility for Christmas. She stated that the <br />Recreation and Finance Committee will be hearing the proposal to have contractual concessions in <br />the City parks very shortly so that program may proceed in the new season.. <br />Parks and Recreation Commission Meeting <br />January 10, 1996 <br /> <br />
