Commission Meeting
September 11, 1996
Page Two

were conducted by Donna Szalay, Program Supervisor, to reinforce important skills and
procedures which were denoted as weaknesses during these evaluations. The evaluation
process is pretty intense and places the staff under a great deal of scrutiny. Though the
first several evaluations denoted some weaknesses the final test conducted at the
beginning of September was a complete success illustrating the effectiveness of increased
training in specific weaknesses.

The indoor pool was closed the week of August 18 for routine and needed preventative
maintenance. Several complaints were issued regarding the pool closing early because of
the delay before contractors began their scheduled work in the facility. Commissioner
Dolansky stated that the contractors were given ample time to perform their respective
repairs to the painted infrastructure and locker rooms, as well as all tile surfaces. More
specifically the work entailed painting all the exposed metal surfaces around the doors,
windows and the lower superstructure after they were cleaned of rust and primed. Tile
work included replacing grouted seams on all the tile surfaces and replacing tiles as
necessary. The cost to perform all this needed maintenance was approximately $6,000.
Commissioner Dolansky noted that this work is exactly the type of preventative
maintenance which is needed to ensure the for longevity of investments in our facilities.
The members of the Commission asked if the outdoor pool was kept open during the three
weeks that the indoor pool was closed for maintenance. Mr. Dolansky replied that the
outdoor pool was kept open during this time period, weather permitting, specifically to
meet the needs of the patrons.

Mr. Dolansky noted that the ice rink had opened earlier then it ever had this year. Due to
the availability of early ice time we were able to get a couple new rental relationships
established. These people have made a commitment to come back to the ice rink next year
for early ice rentals. The start up costs to repair compressors were not as high as usual so
extra funds were used to get one of two non-functional compressors running again. Of
the eight compressors comprising the refrigeration system seven are now operational but
the remaining compressor is completely inoperable and would need to be rebuilt for
approximately $4,000.

A sign for phase one improvements to Springvale’s driving range has been placed near the
entrance to the clubhouse to notify patrons of the upcoming improvements.
Commissioner Dolansky also reviewed the improvements which are being developed by
engineers for the parking lot at Springvale. New lighting was installed to replace the
ineffective lighting in the canopy at the front entrance to the Recreation Center. The new
lights are about three times the intensity that were there previously and hopefully they will
provide better lighting to increase safety around the entrance. Also, with the tinted
windows and low level of light thrown by the previous system it almost appeared that the
facility was not open. Hopefully this problem is now eliminated.
