Commission Meeting
April 16, 1997
Page Two

to $5.15 per hour and it will immediately effect the overall impact of wages on the already tight
budget. He noted that we will be setting our minimum wage at $5.25 per hour which is necessary
if we want to stay active in the employee market getting good personnel. The Quarterly Wage
Report shows we are doing very well compared to last year. Springvale is a little behind in
comparison to last year but there are a lot of golf outings and banquets scheduled for the summer
and fall. There was some discussion regarding increasing promotions for special events and
banquets and Mr. Dolansky noted that detailed plans are being made to introduce some new
entertainment and developing a significant promotional program for Springvale overall.

The Springvale Pay Per Period Wage Report showed an increase because of employee wage
increases in part-time salaries, the addition of a full-time secretary, and the lack of full-time wage
increases. Also, the addition of the Commissioner’s wages and wages for several part-time
employees renovating the basement area over the winter were not in last years budget.

Springvale had an early morning big band dance with channel 19 from 6:00 to 8:00 a.m. on
Wednesday, April 9, 1997. It was a very successful event with about 225 people attending.
Fragapane’s donated Danish and Breugger’s Bagels donated bagels. Paul Gardner and Paul
Vandetti, PGA Golf Professionals, have been giving golf instructions at the Recreation Center in
the newly created indoor golfing practice area. Jerry Ludwig, Springvale Head Golf Professional,
will be handling golf instructions at Springvale once again this season. Zergott’s Landscaping has
been contracted with to do final preparations to the renovated practice range and putting area
which includes soil preparation, seeding, irrigation and landscaping work.

Report by Safety Director:
Mrs. Kasler stated they had a great event held at Springvale in cooperation with Spruce School
which Springvale has adopted as an off-site Audubon Bird Sanctuary. Springvale has been
working with the Middle School to build birdhouses as part of this program. Springvale adopted
Birch School as part of their involvement in formalizing their own national Audubon Bird
Sanctuary on the Golf Course. Mrs. Kasler noted that the students really enjoyed their field trip
to the Golf Course and both the Mayor and I enjoyed talking with the students.

Sub-Committee Report:
Mr. Gardner, Mr. Scott and Mr. Dolansky, Finance Committee, reviewed the 1997 budget and
the following four items presented a particular concern. First, the estimated program revenue for
1997, $1,044,785, is based upon slight program fee increases of approximately 5% which would
be implemented in the fall of this year. The difference between this estimated revenue and the
anticipated revenue denoted in the final budget is $47,610. With an increase in 1996 program fees
we do not feel any larger increases in fees will be possible and the anticipated program revenue
goal of $1,092,425 may not be attainable. Second, the Bank Charges of $3,300 may not be
equitable based upon the fact that the Recreation Fund no longer receives the benefits of interest
