Mr. Verlich stated that N.O.S.A. runs all the adult softball
programs in North Olmsted and they are a well established, non-profit organization. They have
an elected Board which holds regular meetings to openly discuss matters and they operate under a
pre-established and approved set of by-laws. Mr. Verlich pointed out to the Commission that
since 1989 N.O.S.A. has given the City over $25,000 in non-resident fees which is deposited into
the general fund of the Recreation Center. These non-resident fees always go to the City except
for 1995, which is the year they used about $3,500 to purchase a special piece of equipment for
the City to groom baseball fields. Since 1989 they have spent over $22,000 in capital
improvements which included the construction of buildings on diamond number four and two, as
well as necessary electrical upgrades for lighting and scoreboards. They also have contributed
funds for purchasing baseball field dirt and for repairs and maintenance to the scoreboards and
field lights.
