Commission Meeting
May 14, 1997
Page Two

Mr. Verlich passed out rosters showing what has been done in the past few years in regards to
new teams in their leagues. He explained that when N.O.S.A. accepts teams into their leagues the
first criteria they consider is the number of residents on the team. If two teams have an equal
number of residents they look at their sponsors to determine if they are based in North Olmsted.
Another factor they consider is whether the sponsor is a North Olmsted based business which has
players predominantly from that company who

will be playing on that team. Over the past several years their selection process for new teams
entering their leagues has allowed their organization to build a stronger community base.
Basically he stated that they are making every reasonable attempt to facilitate residents who want
to participate in their leagues.

Mr. Verlich, Mr. Morgan and Mr. Dolansky briefly explained a situation in which the parent of an
adult who wished to participate on a team in one of the N.O.S.A. leagues was issuing a complaint
that residents of the City were not being served appropriately. Apparently this resident’s son was
not currently on a team and requested that his name be distributed to all the teams in hopes of
being added to an existing team roster. Mr. Verlich explained that the N.O.S.A. leagues are based
upon team registrations as opposed to individual registrations. Typically they get only several
requests per year from individuals to be placed on teams and usually most end up joining an
existing team. He noted that this past year two or three players requesting to get placed on teams
were not picked up. Mr. Verlich and Mr. Morgan stated that they had tried to explain these facts
to the resident but he still felt that all residents should be placed on teams. Mr. Verlich noted that
N.O.S.A. has never forced a league or team to take on a player they did not want because they
feel this would not be beneficial to either party concerned. The Commission members felt that
this was an internal issue to N.O.S.A.’s operations and in their opinion the resident involved had
been treated in an equitable and fair fashion without discrimination in relation to all others being
considered for placement on a team. The Commission members also expressed great concern
about placing themselves in a position of mediating individual complaints inherent to the everyday

operations of independent community organizations.

Report by Recreation Commissioner:
Mr. Dolansky introduced Mr. Tim Smith as the new Commission member. Mr. Smith stated it
was a privilege to be a part of the Commission and he was looking forward to his participation
having been actively involved with programs sponsored by the City as both a parent and coach.

Mr. Dolansky reviewed the April 1997 Administrative Report. A policy was put together by Tim
Flannery, Tim Murphy and Todd Morgan to outline the responsibilities of canceling School
District baseball games. The Athletic Department will be contacted no later than 1:30 p.m. for a
preliminary status of the ball diamonds. Based upon this status report the Athletic Director will
have greater knowledge of the probability of conducting their games and can make a more
accurate cancellation decision.
