Commission Meeting
May 14, 1997
Page Three

Mr. Dolansky explained that the North Olmsted Hot Stove Baseball League has been working
diligently to develop two new fields in the City. There was some controversy over the
development of a baseball field at Birch School because the location was to close
to residential property lines. All parties concerned reached a consensus to move the field away
from the property lines and install a grass infield to reduce the dust from a dirt infield.
N.O.H.S.B.L. did an outstanding job of renovating Spruce field with the help of the Park
Maintenance Staff by installing new drainage, adding dirt, fixing fences and improving the
spectator bench areas. Mr. Dolansky noted that the N.O.H.S.B.L. was spending approximately
$25,000 on field improvements this year and had made a long-term commitment to continue to
help develop and improve baseball fields throughout the City.

Mr. Dolansky stated that Angelina’s will be utilizing two new service trailers sponsored by Coke
during their 1997 contractual concession operations. Initially these trailers seem to be improving
their visibility and allowing them to maintain the health standards that are necessitated by outdoor
concession operations.

Mr. Dolansky also reviewed Springvale’s new policy regarding cart rentals. Golfers must be 18
years of age or older to rent a cart. In checking with other municipalities operating golf courses
they have all set a limit of 18 years old. Mr. Smith expressed a concern that this policy would
conflict with the mandatory cart rental policy which is in place for weekends and holidays. Mr.
Dolansky noted that this concern did present an interesting dilemma and he would investigate the
matter further.

Mr. Dolansky explained the new features of the security system put in at Springvale and discussed
the need for expanding this system. The coverage includes the entire building now and utilizes a
coded entry system which also provides a detailed log of all entries and exists to the system. The
enhanced security features were installed in response to a recent theft of about $500 in equipment
which could have been much worse.

Springvale has sponsored Spruce School as part of their National Audubon Bird Sanctuary
program at a cost of $100. This program was created via the Golf Course Superintendent’s
Association and the National Audubon Society to increase community awareness about the
benefits of land stewardship through effective golf course management.

Todd Morgan and George Gordon have been actively promoting the 5th and 6th Grade Football
program in hopes of generating larger numbers of participants. This past year there was a decline
in enrollment and they are trying to get more involvement to keep total participation over 100.

Mr. Dolansky stated the 1997 April Year-To-Date Income Statement for the Parks and
Recreation Department showed a $43,000 increase over last year’s revenue for all programs.
Based on that projection we are going to meet the revenue goals which he felt
