Commission Meeting
March 25, 1998
Page Five

Mrs. Hayes introduced Mrs. Thomas who is trying to develop a public Skateboard Park in North
Olmsted. Mrs. Thomas is proposing to utilize a site behind the Recreation Complex. The
estimated cost for a park is about $50,000. There was some discussion regarding the City’s
liability for operating a Skateboard Park. Mr. Dolansky stated that they planned on operating a
non-monitored site which is open to the public free of charge. By not assessing a fee it is his
understanding that the City is covered under recreational immunity laws and would not be
liable for injuries. Mr. Jenkins stated that the City needs to find the best site for this facility and
in order to do that input must be received from the Planning Commission, local newspapers,
and other community sources. Mrs. Thomas is planning some fund raising events to help pay
for the cost of the Skateboard Park and she hopes to organize a fund raising committee to
help coordinate these efforts. Mr. Gardner made a motion which was seconded by Mr. Smith,
that the development of a Skateboard Park in the City of North Olmsted is a favorable
recreational concept that should be actively pursued to meet the needs of our community. The
motion was unanimously approved by all the Members of the Parks and Recreation
Commission. Mr. Dolansky said he would investigate developing a list of pros and cons for
various sites where the Skateboard Park could be located in the community.

Report by Recreation Commissioner:
Mr. Dolansky stated that because so many issues were addressed during the meeting he
would not be reviewing the Administrative Report. There were no comments or questions from
the Commission Members.

Report by Safety Director:
No Report

Sub Committee Report:
Mr. Dolansky stated that in response to Mayor Norman T. Musial’s request to begin the
process of developing a comprehensive strategic plan for the Parks and Recreation
Department that a special sub-committee would need to be formed. Mr. Gardner and Mr.
Smith volunteered to be on the Strategic Planning Sub-Committee for the Parks and
Recreation Department.

Old Business:
None

New Business:
Mrs. Hayes stated that she received a letter from The North Olmsted Softball Association
requesting to waive the $5.00 permit fee for the 1998 softball season. Mr. Dolansky pointed
out that N.O.S.A. provides a great deal of financial support to maintain the baseball facilities
that they use in North Olmsted. A motion was made by Mr. Gardner and seconded by Mrs.
Kasler to waive the $5.00 permit fee for N.O.S.A. during the 1998 softball season. The motion
was unanimously passed.

Mr. Dolansky distributed a sample illustration of the new road sign. The sign would be made
out of black lexan plastic with an illuminated background. The sign itself would sit on a base
