Mr. Morgan also stated that new vents were installed in the rink, completing the circulation
problem. The studio rink door has been repaired and “better than ever”. A second hand-rail was
added to the diving boards, per new mandatory ordinance of the county. Also, the Colorado
Timing Co. will be completing the underground wiring project by the end of this month.

Skate park is progressing, with the ground-breaking ceremony to take place in the spring. The
park is about 30% complete. The floor has not been poured yet – can however pour it in the
winter. It was suggested by (Dave Gardner) the placement of a camera on the building to
monitor/record activity 24 hrs in the skate park. Thus, eliminating the need for a person to
monitor the park, as well as, having the capability of taping any acts of vandalism or other such
criminal behavior. He would like to initiate the process now to do this. He does foresee perhaps
some resistance from the police dept. Question raised if such a project would be in the budget.
Also, a fence was installed around the construction area and have dealt with the water drainage
problem.

th
New floors are to be installed Dec 4 in concession area and locker area by (Mondo Floors). The
warming area will need to be held off due to temperature issues until the rink is shut down.
Touch up painting is being done and the high-line curtains have been installed.

Chestnut School is being reclaimed as the new re-alignment of schools; as such, the rec ctr will be
requesting building permits Mon-Thur 6-9pm, as needed, for new/future programming. Also,
Greg Byrdee has mentioned to Mr. Morgan that he will be deposed from Chesnut School and will
be seeking a “new home”. Mr. Morgan has inquired to Mr. Tom Jenkins regarding the cable
company space within the rec ctr. Mr. Jenkins believes that the cable company’s new space in
(Independence) is not ready and they plan to stay on at the rec ctr through the end of the year.

An objection was raised by Dave Gardner as to what should be done with the space to be vacated
by the cable company. And the question as to whether it was our space to “bargain with” with
out approval.

This concludes Mr. Morgan’s report.

REPORT BY MR. TOM JENKINS SAFETY DIRECTOR

The city park landmarks have been resealed and sandlblasted. Preventative maintenance overall is
in the works at the city park. City council will need to coordinate with the service dept as to if
trenching can be done to get some utilities up to the canopy roof. Architects have been out doing
sketches for new plans for canopy roof and plans for new park layout. He, Tom Stein, Todd
Morgan will be meeting with the city engineer to go over plans for these capital improvements.

Mr. Tom Jenkins asked Mr. Todd Morgan about the revenue budget – where are we at? – in
relation to the expenditure budget. Mr. Morgan: According the October revenue report, we are
up $36,000 from last year in our programs. Based on this increase, we upgraded approx. $20,000
in expenditures. It is our hope and belief that our revenue through our programs (which are self-
