different levels. Whether we have grandstand viewing or continue with the video set-up which
Rick, tennis pro, has devised for some of our tournaments. The other issue of outdoor courts is
being addressed with new courts at North Olmsted Park. The location of the park seems to be the
best. Unfortunately, lights are not in the works for these courts, as there are issues with residents
and lighting at the park.
Mr. Miller suggested Coke be contacted to possibly place their name on the clock/buzzer to help
defray cost.

Mr. Gardner asked if Ms. Sorge and Ms. Powell felt their issues were addressed. Both felt they
had been. Ms. Sorge stated she wasn’t aware of the commission, and truly appreciates the
opportunity to be heard. Both felt it was a great forum. Mr. Tom Stein offered to be looked up
and called with any concerns.

Ms. Lois Debrot, a 40-year resident, was in attendance to speak on behalf of herself and some
residents about Clague Park being closed. Gates are shut at both entrances on Saturdays and
Sundays. Why? Mr. Morgan stated that the park is closed at nights due to vandalism. The park
is closed in the winter due to not enough demand for its use, as well as, not enough manpower to
keep the lot cleared during heavy snowfall. Ms. Debrot inquired as to the schedule of the gates
being opened and closed. Mr. Stein answered saying , typically, during the summer the gates are
opened in the morning and closed at night. During the winter, the gates are kept shut due to
snowfall. The reason for the gates being opened at different times is due to the mono-pole
servicemen and the service department for the sewer. Mr. Jenkins asked when Ms. Debrot would
like to see the park open. She would like to see the park open in the winter on Saturdays and
Sundays. Mr. Limpert asked what would be a satisfactory time solution. Dawn to dusk 7 days a
week? Dawn to dusk on weekend? Ms. Debrot would like to see the park open on weekends,
and use judgement with snowfall/weather during the day. Ms. Hayes thanked Ms. Debrot for
expressing her concerns. It was resolved that the issue needs to be looked at further, possibly
establishing a policy for park hours at Clague Park and posting a sign.

Mr. Marty Young, Springvale Facility Manager, was introduced by Mr. Jenkins. Mr. Young was
there to present his Springvale Plan for the golf course and ballroom, which is a result of a 2.5
million dollar borrowing. Mr. Jenkins stated that while Springvale does not fall under Recreation
jurisdiction, there is no intermediary board. Thus, Mr. Young would like to take this opportunity
to “bounce his idea” off the council members present. This plan also serves as a model for what
Mr. Jenkins would like to see for the Recreation Center. Mr. Young developed his “no holes
plan” on a 2.5 million dollar borrowing package with no tax money. This plan is for
improvements to the golf course and ballroom, bringing them up to standards. The feeling is that
the location is the draw with not much else to offer as far as amenities. A few years back the golf
course and ballroom were kept to hang onto the “green space” and keep out housing
developments. Not much has been done to improve upon the facility. This plan will do so. Mr.
Young proceeded to present his plan, following the entire thought process and financial process in
the plan binders handed out.

Page 3
