Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />February 5, 2007 <br /> <br /> <br /> <br />for 15 minutes. It must mean that, during the day, the crew would have to spend more than half the <br />day doing something at the rink. Mr. DiSalvo said that, salary-wise, 37.5 percent of all maintenance <br />salaries are dedicated to rink operations. There are swings. During the summer, the crew is in the <br />parks most of the time. <br /> <br /> <br />DJ Skate <br /> <br />Mr. DiSalvo wanted the Commission members to know that the DJ Skate was up $3,257 from the <br />prior year. <br /> <br />Ohio Parks and Recreation Association <br /> <br />The Commissioner said that this week the Ohio Parks and Recreation Association is taking place in <br />th <br />downtown Cleveland at the Convention Center that starts Wednesday through Friday, February 7 <br />through the 9, 2007. The Rec program supervisors are partaking in the programming and operation <br />workshops. <br /> <br />2007 Recreation Budget Proposal <br /> <br />Mr. DiSalvo reported that the final phase of the 2007 Parks and Recreation Department budget <br />proposal is almost completed to submit to the Finance Department. In conjunction with that, an <br />invitation has been made for Carrie Copfer, Finance Director, to meet with the Recreation <br />Commission to review and/or discuss Rec Department finances hopefully by the next Commission <br />meeting on March 5, 2007. The Recreation Commission must approve this Budget before it is <br />submitted to Council. <br /> <br />(Note: Subsequent to this meeting, there was a special meeting of the Rec Commission planned <br />for the budget approval to take place on February 19, 2007, at 6:00 p.m. in the Rec Center <br />offices.) <br /> <br />Carrie Copfer is invited to this meeting specifically because the Rec Department does not work like a <br />regular enterprise where there is income, expenses and a surplus or loss. The two categories are <br />completely separate. Expenses and income do not wash each other, and Ms. Copfer will attend to <br />explain this matter to the Commission. Mr. Scarl asked if there was surplus, does the City take it? <br />Mr. DiSalvo said he does not know where it goes. Mr. Scarl asked if it came back to the Rec Center. <br />Mr. Dailey explained that typically monies get moved around; if there is money needed for street <br />repairs, that’s where it will go. Mr. Lasko said that, if the Rec Center is falling apart, why wouldn’t <br />the extra revenue be put back into it? Mr. DiSalvo said he did not know if it was really “revenue.” <br />The Rec does not generate enough money to put into an emergency fund, and instead of improvement, <br />the money goes toward repairs. It’s been like that since the Commissioner has been at the Rec <br />Department. Mr. Scarl said the building is old. Mr. Dailey said that the Rec does not cover <br />Page 4 <br /> <br />
