Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
February 5, 2007

its own expenses; it’s covered by the General Fund, if he remembered correctly, and the City is still
subsidizing the Rec Department. It was noted that the Rec is a benefit for the citizens. Mr. DiSalvo
said that the Rec Department is getting through property taxes an additional $900+ thousand dollars a
year; without that, the Rec would not be in existence. Mr. Lasko asked if that was from the Bond
issue passed years ago; Mr. DiSalvo said he thought so; Mr. Lasko said the Commission will ask
Carrie that question.

This concluded the report of the Recreation Commissioner.

REPORT OF THE COMMUNITY LIFE SERVICES DIRECTOR

Recreation Master Plan Update

Mr. Dailey said that there is no update to report on the Recreation Plan; that the City is in a holding
pattern. There are other issues going on with the city, primarily the school levy, so we are holding
back on going public with anything at this time. The City does not want to muddy up the waters for
the schools. Currently, the Director has been on the Internet pulling up information about rinks,
financial feasibility, and whether or not they are profitable and how to make them more profitable. \

Mr. Garrity asked if the rink will be in operation next year. That is going to affect what the NOHC
will do with the City of North Olmsted. Some teams have trials in April and May for the upcoming
hockey season and, if the kids find out there won’t be a rink available at the Rec Center for them next
year, they might want to travel with other teams. Mr. Garrity said the Rec Center owes them that. He
continued by saying that the Master Plan won’t be ratified for at least a year. Our players and our
parents would like to know if there is a safety net at the Rec Center for one more year.

Mr. Dailey said he thinks it’s safe to say that the Rec will be operating the rink until there is one no
more whether it’s through new construction or death of the rink. If all the compressors went down,
and the City had to dump a half million into the rink, that won’t happen, but it will be nursed along as
much as possible. As much as we promised you that we would have a rink this year last year, the City
is operating the same for this coming year. If anything wouldn’t happen, the Rec is looking good for a
rink three years down the road before we either have a new rink or a new facility built.

Mr. DiSalvo said he is planning on a rink as far as the projected revenues are concerned. He
understands where Mr. Garrity is coming from. Mr. Garrity said that if the High School doesn’t have
a hockey team (like Medina and Rocky River), they form club teams. These club teams play a regular
schedule like a high school schedule. Mr. Garrity doesn’t want the kids left out. It is a problem where
there is a Varsity and JV team and suddenly not have them, there must be another option for them.
(There is even a girl goalie at the bantam level; there are a number of girls playing hockey).
Page 5
