Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
February 5, 2007

Mr. Scarl asked if the newly constructed ice rinks were profitable. Mr. Dailey said he did not know
yet. Mr. Garrity said you hear it is and you hear it isn’t. With Strongsville, if you talk to the City,
they don’t like it. They will have their tournaments and have their ice going well and high school
teams. They have about five high school teams playing out of Strongsville. Mr. Scarl said
Strongsville also had a private owner, and that private owner is making money. Mr. Garrity agreed.
Bar/restaurants cannot be in city-owned ice rinks. The owner at Strongsville runs a lot of
tournaments, and they generate money that way. They charge a team $800 for four games.

Mr. Dailey reiterated that the City is ready to move forward, but is in a holding pattern. Mr. Garrity
asked if there will be another open meeting for the public after the Council meeting; Mr. Dailey said,
“absolutely.”

Mr. Lasko said that the last he saw from the consultant were seven different alternatives; there were
four different alternatives with two or three different variations of two, three and four. Has that, in
fact, been narrowed down to one? Mr. Dailey said it had been. It’s just now a question of time.

Mr. Lasko said that if the school levy does not pass tomorrow, everyone on the schedule for the
Southwest Conference would be notified that there would be no contract signed to play a game. He
suspected that the Southwest Conference teams would probably hold the day open anyway. The
independent games will probably scramble to cover themselves because they don’t have the same
allegiance to their schools. If the levy passes in May, there may be some gaps in some of the fall
schedules, e.g., the independent teams might scramble and book something else. There may be some
slack there that might leave some gaps, so all the more reason that the levy pass tomorrow. That’s the
best estimate of what Mr. Lasko has been told of what other teams could do.

Ms. Kanis said that if the Master Plan has been narrowed down to one scenario, can the Rec
Commission know what that is? Mr. Dailey said that even that could change before the City actually
goes public with anything.

Mr. Barker said that, speaking as a resident and not a Councilman, he thinks that keeping everyone in
the dark about the Rec Master Plan is not a good thing because everyone is kept guessing. Mr. Dailey
responded that, again, nothing should be put in the way of the school levy at this point in time.

Contracts

Mr. Dailey told the Commission members that the City has entered into a contract with Spectra
Contracted Flooring to do the ADA top lot improvements in North Olmsted Park and Sterling
Construction Group to do the new bathrooms at North Olmsted Park.

Mr. Scarl asked if they are tearing down the facility for the restrooms or are they going to renovate the
building. Mr. Dailey replied that they will be adding on to the back of the Senior Center. There will
be ADA friendly restrooms at the north end of the Senior Center – male side and female side. Mr.
Scarl asked if the hill would be knocked down. Mr. Dailey said that no, the northeast corner of the
Page 6
