Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />June 4, 2007 <br /> <br />inspection to see what kind of condition it’s in. Without the header unit, the rink will not operate; <br />that’s why Tom Stein is gathering all the information necessary. That’s more of an issue than the “u” <br />bends. As mentioned, to get to the header unit (about three feet down), will mean digging out sand. <br /> <br />Mr. Baxter asked if it was too soon to see if there was a problem. Mr. DiSalvo replied that the “u” <br />bends are not totally corroded. Mr. Garrity said they are minimally corroded and not leaking. There’s <br />pressure there. Mr. DiSalvo said that there was the thought that once the ice was melted, there would <br />be trouble, but it was not nearly as bad as was thought. <br /> <br />The Commissioner asked if there were any other questions on the rink project. <br /> <br />Mr. Garrity added that what Ted and Tom told the NOHC is that the ice should be frozen come winter <br />– it might be taken up and down every year, but Tom said he can freeze the ice every winter. Even if <br />the header is not running l00 percent, it can still be frozen. It’s mostly an inspection. It’s better to <br />have facts than surmise what can happen. Even with the Master Plan, there will be some concrete, <br />factual information on what the costs are going to be, and that’s the bottom line. <br /> <br />Summer Camp <br /> <br />Summer Camp begins on Monday, June 11, 2007. The first five-week session is sold out for 223 kids. <br />That is always one of our most successful summer programs. The Commissioner noted that he told <br />Mr. Baxter that there must be a cap because there must be a cap on payroll. Mr. Scarl asked who set <br />the cap at 23. Mr. DiSalvo said it was to keep the ratio of counselors to children. Mr. Scarl asked if <br />there were 400 kids, why can’t the camp counselors be raised to meet that demand. He knew there <br />was a waiting list of camp counselors if there were more kids. Mr. DiSalvo said that the Rec cut back <br />from last year and, in defense of the Finance Director, many of the projections, with the exception of <br />Enrichment, don’t hit projection, and she said not to aim so high. The Finance Director was very <br />straightforward with the budget this year. Mr. Scarl asked what the Rec Department did when people <br />called at the last minute. Mr. DiSalvo said that registration’s been open since February; Mr. DiSalvo <br />knows that there are some agitated people about this, but there is nothing the Rec Center can do about <br />this. <br /> <br />Mr. Groden said that most programs at the Rec have a limit. Mr. DiSalvo said this was true, and told <br />Mr. Groden there were two, five-week sessions. There will be issues coming where parents want their <br />children who are in the first session and have been late registering for the second. Jeni Couts is <br />already sending out letters regarding this matter and has her hands full with, e.g., kids who will be with <br />the program four weeks rather than five and walk-ins to fill up the fifth week. <br /> <br />It’s a good problem for the Rec Department, Mr. DiSalvo said. <br /> <br />Graffiti Issue <br /> <br />Mr. DiSalvo reported that there is a graffiti issue at North Olmsted Park. The women’s room has <br />already been painted twice. The Rec is going to switch to dark paint. The vandalism is atrocious. <br />Page 3 <br /> <br />
