Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />March 5, 2007 <br /> <br /> <br />service, though there’s a little wiggle room through because some has been able to be refunded. You <br />can tell that a big chunk drops off in 2012, so then those monies will be had for street and storm <br />improvement. The sanitary sewer system user charges actually have a couple of OWDA and OPWC <br />loans back from ’97 and ’95 at the plant, so it’s about $1.6 million that they’re required to pay every <br />year in debt service. Rec facility revenues sounds like Rec but it’s Springvale. That is Springvale debt <br />service on the purchase of it for $4.2 million and the $2.5 million in improvements. Special <br />assessments is the Industrial Parkway street. It’s a special assessment bond, and hotel/motel tax <br />revenues have a specific purpose for safety equipment. <br /> <br />Ms. Copfer then asked if that answered the Commission’s questions; were there any questions? <br /> <br />Mr. DiSalvo said that when at year end, it’s all said and done, we know we were budgeted for $2.5 <br />million in expenses and we only used $2.3 and there is $200,000 left; everyone thinks that should go <br />back into Rec, but isn’t that General Fund money? Ms. Copfer said, “No, absolutely not. Recreation <br />is its own Fund. All the monies stay in that Fund. When you receive monies for a specific purpose, <br />you’re not allowed to take it out of that Fund and put it into another Fund.” Mr. Baxter said that was <br />the question the Commission members were talking about last month. Mr. DiSalvo said that since it’s <br />earmarked for specific line accounts…Ms. Copfer said it was not line accounts, it’s the Fund. Mr. <br />Baxter said Mr. DiSalvo could have bought the bleachers. Ms. Copfer said the problem is that if you <br />don’t have an appropriation for it; if Council didn’t approve it because they control the purse strings, <br />th <br />you can’t just go and spend it on December 28. Council has to have it appropriated in a line item in <br />the Fund. Mr. Baxter said that the problem is that the Commissioner doesn’t know what the net <br />revenue is in March or until it’s closed out. By then, you can’t do anything with it. Ms. Copfer said <br />by then it’s been re-appropriated for this year. Whatever is carried over is an unencumbered balance <br />and carried over into the current year and is available resources to be able to re-appropriate for the <br />next year. Mr. Baxter said there wasn’t any carryover. Ms. Copfer said there was. Go back to the <br />first sheet called the Year to Date Through December 31, 2006. Go to the Rec Center which is Fund <br />240, you will see that the Rec started out the year with $75,698. They brought in $2,179,319 in <br />revenue, and there was $2,162,033 in expense, and then there’s the cash balance. However, the Rec <br />had purchases encumbered for $24,146. So, their unencumbered balance at the end of the year was <br />$68,837.87. There wouldn’t have been that much if Finance had taken that money for debt, but Carrie <br />didn’t. <br /> <br />Other than money coming in from the City for the debt service, Mr. Scarl wanted to know, that Ms. <br />Copfer said was paid for the ’00 ice rink, is there any other city money coming out of the General <br />Fund for the Rec Center, or is it totally being funded by the taxpayers’ money and programs? Ms. <br />Copfer said that, for the most part, it’s been funded by the tax monies and programming, but there <br />have been times when the City has helped, e.g., the pool roof and when the Service Department was <br />here for weeks rebuilding the outdoor pool (there was no charge for that). Does the City do things to <br />help out? Absolutely. The City cuts all the grass (that comes out of the General Fund). Also, there <br />was a time there was about $200,000 allocated into Recreation for specific projects in ’00, which the <br />Finance Director believed were accomplished. <br />Page 4 <br /> <br />
