Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />November 5, 2007 <br /> <br /> <br />through the Rec, whether it’s new swim suits or any type of equipment related to its sport or activity. <br />Mr. Baxter asked Mr. DiSalvo if the money that you get in revenue is spent for certain things…Mr. <br />DiSalvo said that any endowment fund does not count towards the Rec Department. It’s similar to an <br />escrow account. <br /> <br />North Olmsted Park Ball Diamond #1 Status Report <br /> <br />Mr. DiSalvo reported that the infield renovation project was completed on Friday, November 1, on <br />Diamond 1. There were large quantities of stones removed. The Commissioner showed examples of <br />large stones pulled up the first two days; the next two days they were roto-tilled smaller after that. <br />Whatever could not be picked up with a front loader had to be picked up by hand. The quantity of <br />stones was amazing. For some reason, the big rocks came up first, then they got smaller. The average <br />sized rock out there now is flat and small. The field is 100% improved from what it was when it was <br />closed in late July. Thanks to Hot Stove and the High School; the weather was perfect for it, and it <br />was finished just in time. There were some left-over materials as well, so the outfield will be improved <br />as well. <br /> <br />2008 Capital Outlay Planning <br /> <br />This has been mentioned in September. The current outdoor pool filter is no longer operational and a <br />new system needs to be purchased if the Rec plans to use the outdoor pool next season and beyond. <br />What’s come up is that Whitmer Company designed a Visual Vacuum Filter System, originally <br />designed for our pool. In speaking with other pool people, that is the only filter system that will work <br />for our pool. Whitmer is the main distributor of any pool equipment in this area, so I’ve asked if we <br />can go with this company or do we have to go through the bidding process. If we go through the <br />bidding process we get Whitmer regardless, either indirectly through a subcontractor or through the <br />Rec Department. That question has been out over a month now, and Mr. DiSalvo still hasn’t received <br />an answer. Time is starting to run out. The quote is $35,000. This filter must be installed by mid- <br />February. So the Rec Department is on a tight timeline. The status of this is still unresolved. Mr. <br />DiSalvo wants the Rec Commission aware of this matter. If this can be submitted as a single source <br />provider, that will save a lot of time; however, if it has to go through the bidding process, it would be <br />a concern for the Commissioner to get this done in time. Mr. Lasko asked if this had to be presented <br />to the Law Department. Mr. DiSalvo said that, from what he understood, the matter has been <br />presented to the Law Department, but he was not 100% sure. Mr. Barker said that from past <br />experience in matters like this the Administration it goes to a sole provider since it is an emergency. <br />He said he could take it to Council on Wednesday, November 7, 2007. He could speak it first and <br />bring it up in caucus. That is all he could do at this time. Mr. DiSalvo said he does not know why this <br />is being delayed. He said he did not remember exactly when this was brought up, but he remembered <br />it was as soon as the pool closed. Mr. Lasko asked who would do the installation of the filter. Mr. <br />nd <br />DiSalvo said it could be contracted out to Whitmer. The quote date was August 22. Tom (Stein) <br />has been touch with Whitmer, and that quote is still valid, in response to Ms. Rudolph’s question if <br />that quote would still be valid after 60 days. Mr. Barker asked if Mr. DiSalvo could ask the <br />Administration again before Wednesday evening, and he said he would. Mr. Groden asked if he <br />Page 4 <br /> <br />
