Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
November 5, 2007

could come up with a figure of how much revenue the Rec would stand to lose if the pool would not
be functional. Mr. DiSalvo said he could, and that he was under the impression that if the Rec got a
new filter it could not exchange, as long as there was a new pool, that filter can be used in the future.
Mr. Barker asked if the Commission was aware of the Senior Fairview High decision. Mr. Barker said
he had literature from Mr. DiSalvo. Mr. DiSalvo said that the Rec runs an Aqua Deep Program on
Tuesday, Thursday, and Saturday. The Rec had an opportunity, now that it’s the High School Swim
Season, to cut back our programming and rent the pool to Fairview and Olmsted Falls and North
Olmsted has it for free. Through rotation, that class brings in three to six people per class (the Aqua
Deep). Year to Date, gross revenue is about $3-$6,000, with expenses of teachers and lifeguards of
about $1,200. In two and a half months’ time, because Fairview isn’t finished yet with its facility, they
asked if they could rent from the North Olmsted Rec. Cindy (Bartko) put the numbers together, and
she well net over $7,000. In order to do that, the Rec had to temporarily cancel the Aqua Deep
thnd
classes until February 8 from November 2. The Commissioner understands how they are upset, but
the comments he is getting are that they are getting targeted, the Rec is cancelling forever; they are not
understanding the situation. Mr. Barker said that it’s another ice story where people are
misunderstanding what is being done. There was a letter written by the Aqua Deep participants, to be
read at Council Wednesday night, expressing their displeasure on how they went from pool/pool to
half pool to whatever. Ted (DiSalvo) talked about this. The Rec is in business for the residents and
the community. If a program is not doing what it’s supposed to do – and that is break even – the Rec
needs to look elsewhere. This opportunity came up, and Ted and his Aquatics Supervisor did the right
thing. Mr. DiSalvo said it was discussed as well with Mr. Dailey. Mr. Barker said that it goes without
saying that it was discussed before the decision was made. The Rec is always looking for money and
always scratching for things, and here’s an opportunity. A few residents are upset, but it will be back
in February. Mr. DiSalvo said that there was a letter sent to each person explaining the situation. Ms.
Bartko said that they could utilize the Middleburg Heights Rec by charging them $3; so the whole
situation is that their little private Aqua Deep class has been temporarily cancelled, which I understand,
but they are taking it way too personally. Also, anyone that bought a pass was refunded because the
class was cancelled, so the Rec has tried to make this as painless as possible.

Mr. Lasko asked if there were any more questions for the Rec Commissioner. If not, in the absence of
the Community Life Services Director, there will be no report from him.

Mr. Lasko said that his final question was the timeline of the Rec proposal – whether it was going to
go to the ballot after being finalized. Mr. DiSalvo said he heard that it will be on the ballot this time
next year, because spring is just not enough time. Mr. Barker said that he also appreciated Mr.
Lasko’s question. Mr. Lasko said this matter will affect a lot of people, and the schools as well. The
minutes will reflect our discussion of this and, perhaps, the Commission will be able to get some
information on this in December. Mr. Garrity asked that, there being a timeline, what is the Rec going
to do with the building as far as the pool or the ice? In other words, if we know that this Plan is
coming in November, and there is no ice, we have to make plans. Our High School uses that rink at
prime time for rental. Is there any thought that Olmsted Falls would be glad to use it; Avon is starting
one in a year. Mr. DiSalvo said that just as the Swim Team will have the pool at their time, North
Page 5
