Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
September 10, 2007

Mr. Scarl said that, from his own Rec Program, Assistant Director for the Football, there are four out
of seven games in the mini Southwest Conference League hosted at their own field at the Park, and no
one has anything to sit on there. When we go to the other cities – three other sites – there are
bleachers on the field. Most of the recreation programs have their own fields somewhere in the City,
and they’re addressing it with people to sit and bathrooms, and these must be given to the public.
That’s an issue.

Mr. DiSalvo said that Diamond #1 and the bleachers brought the most complaints this past summer.
The outdoor pool filter no one knew about – that’s an internal matter – he mentioned it so that
everyone on the Commission would be aware of the matter and it gets done.

Mr. Groden asked what the cost was for the bleachers – if Mr. DiSalvo had mentioned it. The
Commissioner said that no, he hadn’t, but off the top it would be $20,000 or $30,000. That would be
to get ten sets.

Mr. Baxter asked Mr. Scarl if the bleachers would have to be moved. Mr. Scarl said that he wouldn’t
want to move them too much if it wasn’t necessary, but the Commissioner said that if there are ten
sets, that will handle all the ball fields, plus the football fields.

Fundraising

Ms. Smith asked if there could be fundraising brought to the Rec Center – adding a couple dollars here
and there could add up to a couple thousand dollars that will chip away at the costs. Mr. Dailey said
that absolutely, this was something he never considered for the Rec Center itself, but it’s not a bad
idea, especially the people who use the pools the most. Ms. Smith said that all her kids have come to
the Rec Center for all the D.A.R.E. nights – perhaps there could be a fundraising night with the kids.

Mr. DiSalvo said that, at one point, there was supposed to be fundraising through dasher board
advertising in the Rink. He knows there was an issue with setting up an account, and it could not be
touched unless it went to dasher board advertising; however, he doesn’t think the plan was
implemented. The Commissioner would have to check with Finance, because they would probably
want the monies to go into the Rec Budget instead of a separate holding account. Ms. Smith asked if
it could be designated for certain things – not necessarily as revenue. She said that her kids played on
the fields this summer, and she knew there were many injuries. If a way could be made to designate it
for something specific rather than in the Rec Budget, there would be many citizens who would love to
help with fundraising. Mr. DiSalvo understood that point, but told Ms. Smith that he would have to
check with the Finance Department. Mr. Lasko said the Law Department would have to give an
opinion as to whether that could be done. Mr. Dailey agreed.

This concluded the report of the Recreation Commissioner.
Page 7
