Recreation Commission Meeting
April 5, 2004

Mr. Miller's understanding was that this was an administrative ability to set down the rule. Mr.
Lasko said that was right. Mr. Miller said that he did not think that this was a legislative issue. If
the Recreation Department states what is here and it is not in conflict with the Code as it exists
Mr. Miller thought it was within its right…. where it was left off was to get a letter to the Law
Department requesting to implement this administratively or legislatively.

Mr. Lasko said that Paragraph 1 of Section E of the Ordinance as it's on the books right now
means that by administrative action you cannot arbitrarily amend that paragraph to conform to
Mr. DiSalvo's intent. The rest of it is administrative rule.

Mr. DiSalvo said that his office will move forward with this matter.

Child Drop Off/Pick Up

Child drop off and pick up is mainly concerning central playground. The Rec Department will
have a list of who will be picking up the kids, and there will be a sign in and sign out procedure.
The Commissioner does not know if this can be expanded to any other program. Any suggestion
would be appreciated. Mr. Jesse said that there is an age issue. It's a lot different dropping off a
12 year old than a six year old. It's activity as well. Mr. Limpert said it should be limited to
central playground. The City might be taking on responsibilities for which it might not want
liability.

Master Recreation Plan

Mr. DiSalvo stated he's clear on what the Master Recreation Plan will be and how to move
forward with it. In all honesty, everything is on the list and will be prioritized.

MOTION TO ADJOURN

After motion made and duly seconded, all were in favor, and the Meeting adjourned at
9:05 p.m.

Accepted and Approved:

________________________________________________________________________
William R. Kelley, Chairman

________________________________________________________________________
Judith A. Ptacek-Roche, Secretary

Date: _____________________________

Page 11
