Recreation Commission Meeting
April 5, 2004

pizza people. Mr. DiSalvo said that anyone else has to get their own permits, and if they don't,
they will get cited. They have their own setups. The Commissioner does not think the non-profit
organizations want to go through the trouble of paying for a permit and the hassle of the washing
facilities just for one event. Class one does not need a permit. Anything above class one needs a
permit.

Community Service Clean-Up

Mr. DiSalvo asked Mr. Miller about the community service clean-up of the parks. Mr. Miller said
that in 2003 he had the county community service people pick up throughout the Great Northern
area. They will still do that this year. Mr. Miller will try to get them to do the parks on a regular
basis. He is a little concerned security wise about the county people because of the "class" of
criminal at the parks. They are a "one strike" group - mess up once, and you go back. Mr. Miller
would like to ask that Mr. Jesse and he approach the Rocky River Muni Court again for help.
The City would supply dumpster sites accessible for the trash. It doesn't hurt to have a case of
pop out for the workers.

Concealed Weapons Workshop

Ms. Drenski will be attending a Concealed Weapons Workshop on Safety Liability Issues at the
end of April, bringing back some information for the next meeting of the Rec Commission.

OLD BUSINESS

Amendment to Ordinance No. 2002-14 Section 1E (We Care Program)

Mr. DiSalvo wanted to know if the Rec Commission would come up with a Definition of
"Family" as indicated in his Memorandum. It is still not clear as to who is eligible for the We Care
Program. Since the Commissioner was not at last month's meeting, he would like this clarified.
Mr. DiSalvo said he has non-residents coming in for the We Care Program. Reading the
Ordinance, the We Care Program includes all City of North Olmsted employees and their families
and obviously members of Council and their families. This doesn't say anything about retired,
fireā¦.. the ticket booth has no idea how to handle this. Also, the things that are free or 20%
discount: how do those apply? Three of them do not even exist, and technically gymnastics
should not apply because Karrie (Tipton) is a contract employee. Can this be clarified?

Mr. Lasko said that the whole question boiled down to the fact that it was going to require
legislative action by Council to take it full circle. The discussion last month was pending that, in
the interim, what the interpretation could be and how it would be in force in the interim, but Mr.
Lasko thought that the recommendation was to forward the matter on to Council and have it
adopted. Mr. Miller said that the legislation has to come from the Law Department, and the
request for the legislation must come from the administration. This is an administrative function.
Page 10
