Recreation Commission Meeting <br />April 5, 2004 <br /> <br /> <br />Report of the Safety Director <br /> <br />Concealed Weapons Law <br /> <br />Mr. Jesse handed out a Memorandum from the State of Ohio dated March 29, 2004 regarding the <br />Concealed Weapons Law, attached hereto as Exhibit A. There are a lot of questions and a little <br />bit of answers. At the same time, the City is going to prohibit weapons in the Rec Complex, <br />which is being done based on State law. Then there has to be some means by which to enforce <br />and at least detect if there are weapons coming in. The main challenge here, of course, is that <br />there are metal skates. The initial feeling, without making it unmanageable, is to decide whether <br />to let the existing Rec staff handle the detection or it let it be handled by auxiliary police staff. <br />The police are working very diligently in putting a plan in action and have trained officers for this <br />purpose. There must be a plan put in action to detect a resident/non resident such as a swipe card <br />or some other plan to control who is coming into the Recreation Complex. This is a work in <br />progress. The attached sheet is a question and answer sheet that is changed almost daily at the <br />Attorney General's web site. Mr. Jesse did attend a training session related to that, and is <br />encouraged to refer to that web site almost daily to see what else is being adjusted or changed. <br />th <br />There will be signs posted in all City buildings as of the 8 of April regarding this new law. <br /> <br />Mr. Miller stated that although the date is upon us, the actuality of obtaining a permit is <br />realistically four to six months away. This is because the County Sheriff has run into a snag in <br />issuing the permits. This will allow the City a little more time to give us an indication in what it's <br />dealing with in numbers. <br /> <br />Mr. Jesse said unconcealed weapons can be carried. Just pass a background check in order to <br />buy it from a gun dealer or at any gun show. You may see holsters and six guns walking down <br />the street. Mr. Lasko said it was done during the Holiday season in Vermilion. <br /> <br />This concluded the report of the Safety Director, accepted by the Commission members <br />unanimously. <br /> <br />NEW BUSINESS <br /> <br />Permits for Parks Concessions <br /> <br />Mr. DiSalvo spoke of permits for non-profit organizations operating parks concessions. He said <br />that if the Rec Department stays with packaged products there will be nothing to worry about, <br />meaning class one items. Anything that's open needs an application to obtain a permit. The <br />biggest issues will be with temperatures, whether it's heated above 140 degrees or it's cooled <br />below 41 degrees and hand washing facilities. The easiest thing to do will be to sell packaged <br />goods at the concession stands. No fees are involved. If it goes beyond class one from class two <br />to class five, washing areas are required, and the permit fee comes. Ms. Jones asked about the <br />Page 9 <br /> <br />
