Recreation Commission Minutes
February 2, 2004

use of the equipment. The hours must be 5:30 in the morning to 10-10:30 at night. There is a lot
of dead time in between. If not, the fitness center will not work. There simply is no room at the
North Olmsted Rec Center. Mr. Jesse said that it could possibly get going with a lease. Mr.
DiSalvo said that fitness could run on an annual lease basis, those annual dues would be a huge
boost to the North Olmsted Rec Department, but you must spend the money to make the money.
The good news is that we'd be the only game in town. The issue needs to be resolved because it's
out there, the residents are interested and want it. Either it's practical or not. Own it or lease it,
whichever. Mr. Jesse said that the Rec Department might want to look at the aging population of
North Olmsted and the size of the ice - perhaps that might be the area to look at for a
cardiovascular facility/fitness center. Teenagers to adults would use the center. Treadmills and
bikes would appeal to all ages. It could almost be a self-sustaining operation. Ms. Drenski
worked at the Broadview Heights facility for a year. They redid the old V.A. Hospital, turning it
into the Rec Department/City Hall. They put fitness equipment into the basement, and
immediately they ran out of space. They are running aerobics on floors not fit for aerobics. The
facility is inadequate for its purpose. Mr. DiSalvo said that the cardio equipment costs a lot of
money to buy and costs a lot of money to maintain.

Scheduling Issues

Mr. Miller noted that the Rec Commission be aware of scheduling issues as applies to legislation
issues as applies to legislation with Council. Council is becoming sensitive about drawing a line
between what is truly emergency ordinances, such as the pump break on Christmas Eve and what
is not, such as something that did not get on for lack of planning. Council will not look kindly on
legislation that is deemed emergency when it is not. Service contracts, maintenance contracts,
people who are hired; these things can be seen in advance.

OLD BUSINESS

Park Walkway

Mr. DiSalvo received in the mail a way to identify trees along the walkway in the park. This was
a great suggestion of Norm Baxter. There are many resources to identify the trees. The high
school wood shop can make placard type signs and place them on the trees. The kids are proud
of their work. The scouts would also like to take on a project like this.
Page 10
