Recreation Commission Minutes
February 2, 2004

This concluded the report of the Safety Director.

New Business

Central Playground

Mr. DiSalvo reported that Central Playground increase in pricing was put into place. Last Fall,
there was a loss of $4,500. The pricing must meet the timeline of the annual brochure. The
increase in revenue is to offset the expense. This is not meant to be a moneymaker; only to break
even. The rates will go to the printer in mid-February. There was general discussion among the
members about what should be the price of a resident/non resident for Central Playground. The
program is six weeks, five days a week. The rates for last year were $75.00-$102.00 for residents
and $95.00 to $105.00. The hours are 10:00 a.m. to 3:00 p.m. It was the conclusion, after
discussion, that the rate request to Council for residents will be $165.00 to $200.00 and for non-
residents, the rates will be $245.00 to $295.00. Motion was made, seconded and passed
unanimously for the increase in rates to Council for Central Playground.

Tanning Beds

Mr. DiSalvo then asked the Rec Commission for its input on the possibility of getting tanning
beds at the Rec Center. Due to maintenance, cleaning, and legal concerns, the suggested project
was negated.

Sports Organization Agreements

The Commissioner then said that, by April 5, 2004, he would like a written agreement in place
with every sports organization and the Rec Department. Field permits that are being handed out
are being filled out by the organizations themselves rather than by the Recreation Department.
This is a good example why every sports organization must have an individual agreement with the
Recreation Department. As regards the skate park, is there a provision that if someone wanted to
rent the skate park for an afternoon, there is a mechanism in place that one fee is in place as an
outsider or as a resident? The answer is not at this time. There is no rental of that facility.

Weight Room/Cardiovascular Facility

Mr. Kelley brought up the possibility of a weight room. Mr. DiSalvo said that, since his
background is in fitness, there must be a cardiovascular facility, meaning at least a facility of
20,000 square feet, with shower facilities as well. It must be done right. There must be a
receptionist, fitness instructors, there must be eyes and ears for coverage, someone to show the
Page 9
