It identifies the person as to hockey or swimming or whatever. <br />Until the Rec Center has strong definitions of what the person's status will be it will be very <br />difficult to program the computer to understand what to do. Mr. Jesse would like to have things <br />in place for Fall. <br /> <br />Thefts <br /> <br />Another thing to note is that there has been a rash of thefts related to health clubs and credit <br />cards. This is a national issue. Most of the cards end up in Vegas. These are professional <br />thieves. Someone will go into a locker room, take a piece of metal, slip it between the shackle <br />and the combination on the lock so it doesn't look like the lock was opened, go into the person's <br />wallet, go into the credit cards, into the second or third one in (the one that isn't used as much), <br />take that one. Then they will run that card for two or three days until the person gets a call from <br />the credit card company or gets his statement of billing or his limit is expired. The cards are taken <br />to Vegas and gets cash advances for gambling, hotels, airfare, etc. One of the easy solutions is to <br />have lockers available in the ticket booth area monitored by employees to store the valuables, be it <br />credit card or whatever. <br /> <br />Gun Legislation <br /> <br />As regards the gun law, the City will be presenting some rules and regulations about not allowing <br />firearms on the property. The way it stands now, you can have a gun on the grounds, but you <br />cannot have it in the building. Of course, there are all kinds of steps to own a concealed weapon. <br />You must have 12 hours of training, you must have a background check. There are places you <br />cannot have them. Specifically, we must say that they are not allowed in our building. Jim <br />Dubelko is looking into the concept of Home Rule as well. Regardless, the City needs to have <br />rules posted that firearms are not allowed in this building. We may get into a situation where <br />metal detectors are in place. One of our major concerns is domestic disorders between two <br />people, and we must eliminate as much of that as possible. Mr. Kelley said that when Claire <br />(Hayes) was on the Board, the Commission wanted to adopt a resolution like the schools have, no <br />where on the property. Mr. Jesse said that the law must be in compliance with the State Code <br />and with Home Rule. It also ties into who is a patron and who isn't. The City possibly has an <br />opportunity to make its own rules. One of the blessings of the skateboard park is that it is outside <br />of the facility and that it gives the Rec the reach outside of the facility, and the facility extends <br />beyond what is covered by the roof. Anything now will likely be tested eventually, but the City <br />must be as conservative as possible to protect its families. Mr. Jesse gave an example of a pizza <br />delivery person who delivered pizza in a high crime neighborhood. He had a gun under a seat. <br />He was pulled over for a traffic violation. During the course of his investigation, he was cited for <br />the gun, and he pursued the matter all the way to the Supreme Court. Through that process, the <br />concealed weapons law was asked to be defined by police departments. No concensus could be <br />drawn.
