Recreation Commission Minutes
February 2, 2004

A quick bio on Brad Friedel: He is from Bay Village, so he is a local man. He plays with one of
the best soccer leagues in the world. He is considered one of the top 10 goalkeepers in the world.
To have someone of Brad's stature to come to North Olmsted to host the camp speaks volumes,
and is a great opportunity. He played in the NOSO Cup in '83-'85 and wants to be remembered
in this area for helping the kids here.

Upgrading the fields means: providing the water line, the sprinkler, the prep work, and the water.

As far as securing the sprinkler, the thought was to put in something along the lines of a dog
kennel along the corner of Field 4. Maybe the storage space for the sprinkler and the shed could
be combined into one idea so as not to be an eyesore. From Trudy's point of view (who owns the
kennel and boarding facility across the street); the City needs to eliminate an eyesore for her.

Kay Caplett stated that the project of Brad Friedel's is too good, but not to be true. It's a good
opportunity for the City. This will be an absolutely gorgeous field for a minimum amount of time
that Mr. Friedel wants for his use.

Mr. DiSalvo asked which fields would be reconditioned. Mr. Saunders' response was that fields
4, 5, 6 and 7 would be reconditioned (the back four fields). Even though 7 is a short field, it
would be used as a goalie training field.

Mr. Jesse asked to hear from Mr. Dan Driscoll to see if there is a city agreement in place or if he
had any questions. Mr. Driscoll asked that, since NOSO was proposing an improvement on city
property, is NOSO proposing to install the water line. Mr. Kelley said that the only thing the City
is being asked to pay for is the water line itself. Mr. Driscoll asked if the project is expected to be
complete by spring. NOSO said, yes, that the season starts the first weekend in April. Mr.
Driscoll said that drainage must be looked at and that a professional must look at reconditioning
the fields, approximately 450 feet from the curb of the road to the midfield fence line on the
playground side, where a T would go to field 1 to the West and along field 2 and 3 to the East:
something along the line of four risers or four types of connections from which would run a large
diameter hose to the pumping unit on the sprinkler. Mr. Driscoll thinks it would take at least four
spigots, shutting off the connections individually. Winterization is not a problem, but there is a
concern with drainage. During the sprinkling process the fields would be physically monitored by
NOSO. Since the sprinkler is a gas-powered engine, the optimum time to run it would be early in
the morning, and the neighbors might complain. However, it was noted by one person present
who lived by the park that he would tolerate it because he bought his property on the basis of the
bordering park acreage and will be pleased to see the property well kept.

As far as the City installing the line, it owns a trencher, and could install a copper or plastic line.
Mr. Driscoll said he would run the cost figures to do the job. Drinking fountains could be put in
Page 3
