Recreation Commission Minutes <br />February 2, 2004 <br /> <br /> <br /> <br />$25,000-$35,000 range would be the cost of the water line; however, the time frame to have the <br />line installed for spring needs to be considered and is very critical. It will take a minimum of four <br />to six weeks to get Council's approval, then writing up the plans and specs; then the bidding <br />process will take three weeks, then a week to award a contract; four weeks to execute a contract. <br />These are optimistic numbers. A few weeks for construction and a few weeks for Cleveland <br />Water Department is bringing this project into June, and that's if everything goes by clockwork. <br />Mr. O'Grady said that the numbers are probably very accurate and the time it will take is probably <br />very accurate; however, what if this is an in-house job? It would not reduce the cost; it would be <br />the time devoted to the job. Mr. Miller said that City Council will be interested in the cost, and <br />Council will need to know what someone from the outside will want and what it will cost in- <br />house. The thing to keep in mind is if everything goes it will not be a continuing drain on the City <br />of North Olmsted. On the other hand, if things go well, we have a wonderful, improved facility <br />for the City, and many on Council feel the same way. Mr. Jesse said that two things come to <br />ndrd <br />mind: it is now the 2 of February, tomorrow's the 3 and Council meeting, there's another <br />th <br />Council meeting on the 17. If there is a presentation for Council, there could be a legislative <br />th <br />request and have it in front of Council for the 17 and have it go to Committee, with a second <br />nd <br />reading on March 2. It's conceivable that Recreation Committee can review it and recommend it <br />under suspension on that date and then Council can take a look at it. Ms. Catlett stated that <br />th <br />NOSO has a contract with the Radisson that stipulates it knowing by the 13 of March whether <br />or not the deal will be going through with the City of North Olmsted; otherwise, NOSO must <br />look elsewhere. The worst case scenario is that if NOSO leaves next year, the City has buried <br />$25,000-$35,000 into the ground. The tournament must want to come back. NOSO replied that <br />the Cup has been in North Olmsted for 30+ years. Also, NOSO was to propose the watering <br />system to the City of North Olmsted well before Brad Friedel came forth with his idea. If it's the <br />wish of the Rec Commission and the rest of Council, there can be a special meeting of Council to <br />get the matter moving. <br /> <br />Mr. Jesse proposed a Resolution towards Council from the Recreation Commission to get a <br />maximum of two weeks to get everything together. Mr. O'Grady said that if the motivation is <br />there, the numbers can be put together quickly. Mr. Jesse made a resolution to accept the <br />donation presentation for field renovation and improvement at the Barton/Bradley Park by the <br />North Olmsted Soccer Organization - preparing jointly with the City - specifications, designs, and <br />timelines for actual implementation, with overall direction and responsibility by the City for final <br />plan presentation to the Recreation Committee of City Council for review and possible approval. <br />Mr. Kelley seconded the Motion. Roll was called. All were in favor, and the Motion passed <br />unanimously. <br /> <br />At this time the guests left the meeting, as well as Ms. Jones, Member of the Commission.
