Recreation Commission Meeting <br />March 1, 2004 <br /> <br /> <br /> <br /> <br />st <br />The tickets will go on sale through the ticket booth around the 1 of May, as well as at the door. <br />The show includes figure skaters, the North Olmsted Hockey Club, and adults. The youngest <br />participant is two and a half years old and the oldest is 60. <br /> <br />This concluded the report of Mr. Marshall regarding the Ice Show. <br /> <br />NOSO <br /> <br />Tom Hatfield deferred to Mr. Jesse on the status of the use/watering of the fields at Barton- <br />Bradley. Mr. Jesse reported that he received an E-mail from Dave Saunders, NOSO, responding <br />st <br />to it today, March 1. In that E-mail, Mr. Saunders stated he had been in discussion with Brad <br />Friedel and with NOSO leadership, and he had five areas of discussion: the first the donation of <br />the sprinkler to the City, where he outlined that the City had misunderstood that they were going <br />to be donating the sprinkler to the City but that NOSO wanted to keep the sprinkler in its own <br />domain and allow use of it for watering of the fields. In talking with Jim Dubelko today, Mr. <br />Jesse stated that Mr. Dubelko felt it best, because of liability issues, the City consider it a donation <br />to the City. Point two was the long-term watering commitment. There would be some means of <br />working out a negotiation of the water bill, probably without an escrow account. The City's sense <br />is that it needs at least a three-year commitment to know that it will do the watering. There could <br />be an agreement reached on the water bill. Point three was a long-term commitment from Brad <br />Friedel putting his soccer academy at the fields. It was his feeling that it was probably not <br />possible to get that commitment from Brad; that he wanted to have the flexibility to run it where <br />he wanted and that this was a non-negotiable point. Point four: Mr. Saunders was concerned <br />about the $40,000 estimate to install the water line. Mr. Jesse responded to that by saying that it <br />was really important that the City have the best installation possible so that this would not have to <br />be revisited in the near future. As far as the $40,000, there are still test holes being dug and <br />measurements for specs being made, so there has been some progress made. The fifth point is <br />that Dave is concerned that the Finance Director found sources of funds to which no one was <br />paying attention. Mr. Jesse responded that it would be much more favorable consideration on the <br />part of the City if there was no financial contribution or investment required from the City's <br />finances in order to accept this donation. As the Finance Director intimated, some funding could <br />be transferred, and it is up to the City Council to decide if the transfer suggestion is the funding <br />mechanism that is desired or by other means. Mr. Jesse concluded by saying that this is where the <br />City stands right now. He did talk it over with Mr. Dubelko, who is still interested in making it <br />happen, as is the Mayor. Councilman George Nasher is wondering where the matter is heading as <br />well. Obviously, there is a strong level of interest in this project, and Mr. Jesse is trying to get the <br />details worked out with all parties concerned. Time is of the essence; there is legislation pending <br />before Council for resolution to go to bid to do it in house. <br />Page 2 <br /> <br />
