Recreation Commission Meeting <br />March 1, 2004 <br /> <br /> <br /> <br />This concluded the report of the Safety Director. <br /> <br /> <br />NEW BUSINESS <br /> <br />Hockey Club Sponsor Board <br /> <br />Mr. Garrity brought up the subject of a Hockey Club sponsor board, perhaps 3x5 or 4x6, perhaps <br />in the rink area. Currently the Hockey Club sponsors only on its jerseys. There is going to be a <br />jersey purchase by the players, so it will be more advantageous to have a sponsor board to see <br />their name up when they come into the rink. Mr. Jesse moved that the Commission accept the <br />idea of the Hockey Club to mount the board (at its expense) subject to the approval of the Law <br />Department, seconded by Mr. Miller. Mr. Miller suggested that the Commission secure the <br />conditions of the Law Department before the Commission vote on the matter. Ms. Jones asked if <br />the Commission could amend the motion with the condition that the Law Department approve <br />said motion. Mr. Kelley would like to see what other organizations and rinks have. Mr. Jesse <br />amended his Motion to say that the Commission would approve the concept and ask for more <br />information and input to make the proposal, seconded by Mr. Miller. Roll was called, and the <br />Motion passed unanimously. Mr. Kelley said that, along those lines, he was at Brooklyn, he noted <br />many sponsor boards and thought it an eyesore. <br /> <br />Casts on Ice <br /> <br />Ms. Drenski reported that every week there are kids on the ice wearing casts on their arms and <br />legs. Question: is it safe; should it be allowed? The question becomes: does the City have a <br />degree of responsibility, and is it open to a lawsuit? There's a point where it's reckless of you to <br />allow this person with a cast to go on the ice and potentially hurt themselves and others. Mr. <br />Lasko, as an attorney, was asked his opinion. He replied that, since he did not practice municipal <br />law, he could not tell the Commission what the level of immunity would be or where it would end. <br />Under the Ohio High School Athletic Association Rules, there is discretion in the game official to <br />make sure that the cast is padded or adequately secured in such a way primarily that it will not do <br />injury to someone else. If the kid goes out there and his parents let him go out there, then that's <br />not as difficult as if there would be an injury caused to someone else because that kid is out there <br />with a cast. There are also rules about a kid who is knocked out and can't come back without a <br />doctor's note. It might not be a bad idea to get the opinion of the Law Department as to what its <br />recommendation would be and then post it. If there will be restrictions, make sure they are <br />posted conspicuously so that there is authority to keep kids with casts off the ice. <br />Page 7 <br /> <br />
