Recreation Commission Meeting <br />March 1, 2004 <br /> <br /> <br /> <br />Zamboni <br /> <br />Also, the Rec Center is in the process of purchasing a used Zamboni machine, which will be the <br />backup Zamboni for the rink. The Rec Department originally figured about $18,000 or $19,000 <br />for that backup. New would be about $90,000. The Rec had one brought down from the <br />distributor in Michigan that was used for about a month to figure out what was good, bad and so <br />forth. Some parts were also purchased. By the time everything is completed, Mr. Jesse figures it <br />will cost between $15,000 to $16,000 and will be less than anticipated. Tim Conway in the fleet <br />area has done a great job in going through the machine, tearing it down and painting it; it will <br />look like brand new when finished. <br /> <br />NOSO <br /> <br />We just talked about the NOSO - Barton/Bradley Park water line issue. <br /> <br />Expenses/Controls <br /> <br />The Rec Center is also doing a lot to tighten up the expenses and to tighten up the controls. <br />There has been a major improvement in the concession area. There has also been a major <br />improvement in revenue from the arcade side. The Rec is still in the process of putting together a <br />maintenance program for the facility. It will probably take about a year to get that up and running <br />in a reasonable form where we have daily, weekly, monthly and quarterly inspections and repairs <br />on all the major items. <br /> <br />Concealed Weapons Law <br /> <br />Mr. Jesse is also working with the Law Department as well as the Police Chief in conformance <br />th <br />with the new Concealed Weapons Law. The Law takes effect April 8. There is a 30 day window <br />thth <br />from April 8 until May 8 in that the Sheriff from each County must come up with the program <br />and the ability to take registrations and inform the people in the County of what will take the form <br />of the law. The City will need rules for the City and the Complex, and it will be public knowledge <br />as to who is a registered concealed weapons holder, and it will be printed in the paper. It may <br />give the City an opportunity to interface with its registrations in that it would know that someone <br />was a registered concealed weapons holder. The City may have wands or a walk-through metal <br />detector for various city functions on park properties. Mr. Kelley asked if there was any <br />consideration at the Law Department level to ban permitted weapons on city property. Mr. Jesse <br />replied, yes, guns, muzzle loaders, knives; there would be a blanket that would cover it. As it <br />stands, you cannot take it into city hall or courthouses, but there is still a question about property <br />and parks. The City is trying to determine if it has the authority to invoke local rule to say that <br />no, not even on park properties. Exceptions would be made for parades or other such public <br />events. <br />Page 6 <br /> <br />
