Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
November 8, 2004

OLD BUSINESS

Five to Ten Year Plan for Rec Facility

Mr. DiSalvo exhibited a project manual to the Rec Commission that had been found by his
secretary, Linda Andrews, today. The manual is entitled, “North Olmsted Recreation Complex
Renovation” dated April 19, 1990 by Van Dyke Partners Associated Architects. Everything that
needs to be done to the Rec is in the manual. The Commissioner did not know if there need be
any other upgrades; there would be no sense in reinventing the wheel on the project because
everything needed is there. Everything talked about over the last two years was well known in
1990, including replacing electrical. The manual is very technical in nature and specific to the
requirements of the Rec Center.

Mr. Baxter asked if the manual included a workout or exercise facility. Mr. DiSalvo replied that
it has nothing to do with that but only renovating the existing building.

Ms. Jones said that the Medina Schools Rec Center was given to the schools because the City
cannot afford it. Mr. DiSalvo asked how the school is supporting it. Ms. Jones said she did not
know, because the Medina School Levy didn’t pass again.

st
Mr. DiSalvo said that perhaps the 1 of December, 2004, the Rec Center will start it’s Five to Ten
Year Plan.

NEW BUSINESS

Gemini Project

Mr. DiSalvo asked if the Commission was familiar with the Gemini Project that is happening in
Fairview Park at the present time. The City and Schools are proposing a shared-cost facility. The
person on the school board said that there are some facilities that practically coincide with the Rec
Center as to need, i.e., fitness, gym. Mr. DiSalvo did not know how successful this project is
going to be, but it would be modeled on the one in Fairview and two or so other cities in the
Cleveland area that will have something similar. It made sense to the Commissioner. If both
entities are looking at the same thing, it would be cost effective to split the difference. The
question remaining is who would actually manage this project. If the school is in charge of
management, the Commissioner could see where the permits would be going.

Mr. Jesse said that what must be done is to look at what other cities are doing now. Mayfield has
been doing the split for years. It was done as a combination of the school system, continuing
education, and the recreation department. What’s there is a swimming pool facility, indoor field
house and track on top of the field house. There is an outdoor facility in the summer with pool
and recreation given (by levy?) to the City. Mr. Jesse would like to set up a meeting with
Page 10
