Recreation Commission Meeting
October 4, 2004

Mr. Kelley asked if there was a difference in the decking on either of them. It looks like one is a
recycled plastic and the other is wood. It’s all plastic. Mr. Lasko asked if either of the play
equipment sets were domestically or foreign made. Ms. Drenski said that she would find that out
for the Commission. Mr. DiSalvo said that both companies offer a recycle grant, so once this is in
process and depending upon the size of the structure they can subsidize through a grant up to
94%, so eventually the Rec could end up paying $3,000 or $4,000. Both programs offer this
subsidy. Mr. Kelley asked if the price was installation also. Mr. DiSalvo said that it is
installation, tax and everything. The only thing the Rec Department would have to do would be
to remove the old equipment.

Mr. DiSalvo said that the new playground equipment would be installed mid to late October. Mr.
Kelley said that what the Commissioner was looking for was a decision from the Commission.
Mr. DiSalvo said that Mr. Drenski knows more about playground equipment than he did and, just
comparing, he knew that the Rec Department never bought anything through Recreation
Creations but did through Game Time. If there were any direct questions, Betsy could answer
them better than he. Note also that these can come in any color, just that the same company be
used. Mr. Baxter said to look to Betsy’s recommendation; how else could the Commission
know? Mr. Lasko again stated he wouldn’t care either way, assuming that they are they’re both
domestic and both international. However, if one is domestic and one is foreign, he would prefer
to go with the domestic equipment. Mr. Kelley said that, once it’s recycled plastics, more times
than not the equipment is going to be domestically made because most foreign companies do not
deal with recycled plastic. Ms. Drenski noted that some of the parts were made in Alabama but
that she would call on the matter the next day. Ms. Kanas gave credit to the Commissioners,
stating that she had been on playground committees, and it’s a nightmare to work through and a
very expensive proposition. Mr. Jesse said that he talked with the Building Commissioner about
the rock climbing part of the equipment and was told that as long as it’s considered a toy there
would be no problem; if they were considered to be stairs it would not be feasible.

Mr. Kelley said because of timeline issues, the Commission will go ahead with the
recommendation to purchase the playground equipment after determination as to domestic or
foreign. If they both are domestic, the recommendation of Game Time should be taken.

Opening Person

Ms. Drenski said that the Rec Department is in need of an opening person for the Front Desk who
could work from 5:15 to 12:15 p.m., Monday, Wednesday and Friday. It could be Tuesdays and
Thursdays as well, up to 32 hours. The Assistant Commissioner asked if the Commission knows
of anyone who would be willing to take this position, to pass the information along to them. This
person is needed for safety and security as well as taking money.
Page 9
