Recreation Commission Meeting <br />September 13, 2004 <br /> <br /> <br /> <br />Security <br /> <br />Joe Rice will be meeting with Mr. Jesse after the Safety Director goes to Council regarding RFP <br />processing. Once the proposals are received, Mr. Rice will be able to make a recommendation to <br />the City to see what can be done in security. This must be handled carefully. Technology is <br />changing so fast that the City can actually put together a spec together today that will be obsolete <br />tomorrow. The best way thought to handle the matter would be to have a pre-bid meeting when <br />vendors come in and give the City their recommendations as to what should be included in the <br />process. As example, there are opportunities to spend $500 or $5,000 on a camera and get the <br />same result. The City is also looking at different software, etc. Much of the equipment has <br />changed dramatically and has become smaller and more effective. It’s important to use the latest <br />information that we can buy. As another example, surveillance equipment has changed <br />dramatically. One such is a camera within an electrical transformer on a telephone pole, <br />concealed so well that one would never know it’s a camera. <br /> <br />Budget <br /> <br />As far as the budget is concerned, the City’s income has been totally flat, so the Rec Center must <br />be concerned about how it handles expenses. The long-term needs of the Rec Department must <br />be seriously considered. The Rec must get a survey out to the people in the community to <br />establish their needs. In this way, the Rec Complex may present its needs to City Hall for budget <br />purposes. <br /> <br />Cleanliness <br /> <br />There was some concern about the cleanliness of the building. Bids have been proposed for <br />cleaning contracts. The City had two come back; Mr. DiSalvo and the Safety Director have not <br />resolved any recommendations yet. There are some concerns that must be resolved. Once <br />references are checked, there will be a recommendation made. <br /> <br />Mr. Jesse opened the floor to discussion. Mr. Baxter asked if the cleaning was always done by <br />outside contractors; Mr. Jesse replied that yes, it is more cost effective as opposed to the staff and <br />is also in compliance with Union agreement. Ms. Drenski said that one of the maintenance crew, <br />Bill Bilinski, comes in at night and cleans the offices. <br /> <br />Park Improvements <br /> <br />As far as park improvements are concerned, the City has asked Haversand and Brand to provide <br />expanded parking spaces and get the road paved. This will be done under CDBG community <br />development marketing. Ms. Jones asked exactly where the parking would be. Mr. Jesse replied <br />that the City expanded the upper parking lot near to Senior Center to accommodate ADA. The <br />City can do that without much disturbance to the surroundings.
