Parks and Recreation Commission Meeting <br />February 7, 2005 <br /> <br /> <br /> <br />Commission is constrained with budgets. The five-year plan has been on the board for a long <br />time. Mr. Kelley agrees with the Commissioner and agreed that the Commission is obligated to <br />make a proposal. It goes from here to City Council. Mr. Kelley wanted a five-year capital <br />improvement Motion to be presented to City Council along the lines that the Commissioner has <br />recommended. There are a lot of other things that could be done, but reality must be faced. This <br />is owed to the citizens of North Olmsted to address the green sheet, or there will be a scenario <br />like last Christmas where a pump goes out and the pool goes down. Mr. Kelley would like to see <br />any future expansions done, whether it be the School Board or the City Recreation lines to have a <br />set aside amount of money put into a fund that would take care of any type of emergency. For <br />example, if $2 million would be put off to the side (from the Board’s proposal), into an interest- <br />bearing account, don’t use it for five to ten years. When it comes time to replace heating and air <br />conditioning units, the money will be there. There will be no need to go to the General Fund of <br />the City. <br /> <br />Mr. Stein said that the same thing must be done for long-range planning. As example, he cited the <br />outdoor filter will be replaced with what’s there. Even the manufacturer (Whitmer Pool) asked, <br />what kind of new pool will be put in? Mr. Stein does not know. There is no plan. The Rec is <br />actually buying a filter that might not be able to be used in five years if a pool system is built that <br />won’t work with it. If the Rec doesn’t know, the parts still have to be replaced. <br /> <br />Mr. Jesse made a Motion to recommend to Council that they immediately take a look at the green <br />sheet and decide where the funding should be; Mr. Kelley seconded. All confirmed with a <br />unanimous aye; the Motion was ordered. Mr. Jesse and Mr. Kelley made and seconded a Motion <br />to hold the Motion for one more month until a letter to the School Board could be sent asking <br />them to attend the next Parks and Recreation Commission meeting, as well as a letter to Council <br />and the Athletic Director. The figures to be sought would be in the $5 to $10 million range, since <br />the proposal was $2 to $4 about ten years ago. (Overlapping, soft conversation). The <br />Commission approved this second Motion. <br /> <br />This concluded the report of the Recreation Commissioner. <br /> <br />REPORT OF THE SAFETY DIRECTOR <br /> <br />Pro Shop <br /> <br />Mr. Jesse reported that the Pro Shop that the Rec Center has for hockey is probably one of only a <br />few facilities that have pro shops. The reason for that is competition of regular sporting goods <br />providers. Mr. DiSalvo and Mr. Perkins did an evaluation. This year, the Rec Center will <br />maintain the status quo. There will be no major buy of inventory. There will be a sell-off of <br />current inventory and at the end of the year there will be another evaluation made. As it stands <br />right now, there has not been a lot of ongoing demand for what the Rec is selling, and the Pro <br />Shop at the Golf Shop is having trouble for much the same reason. <br />Page 11 <br /> <br />
