Parks and Recreation Commission Meeting <br />February 7, 2005 <br /> <br /> <br /> <br /> <br />The security system needs to be put into place. Last week there were two thefts in the men’s <br />locker room. Both people did not lock the lockers. It appears that other Rec Centers are being <br />burglarized as well. <br /> <br />The blue sheet indicates projects that can be done within the Rec Center’s budget. The first page <br />indicates what is necessary in the actual building; the second page indicates parks improvements. <br />On parks improvements, the Commissioner said, park signs are necessary as well as play <br />equipment for 2-5 year olds and improving restrooms. <br /> <br />Mr. Kelley asked about the budget for the upcoming 2005 year. Mr. DiSalvo said that it was just <br />turned in on Friday. <br /> <br />Mr. DiSalvo told Mr. Baxter that the budget has been reformatted to report not only Rec <br />Department but inter-department income and expenses. <br /> <br />Mr. DiSalvo asked if there were any questions. Mr. Kelley asked on the green sheets where it <br />says the building screen wall channels will be replaced for $24,000, was that an itemized figure <br />just for removal? Mr. Stein said it was the total bid for the company to come in and replace that <br />bank. <br /> <br />Mr. DiSalvo said that there was no bid received for the emergency lighting system. Mr. Stein said <br />that there would be something going into existing lamps or something like a generator that would <br />start automatically that had its own lighting system, so the Rec could let that run without costing <br />a fortune. Right now the battery packs consist of dim lighting that last only a few hours. <br /> <br />Mr. Kelley said that the Commission looked at the proposals. The blue sheets are reality. The <br />parameters of the green sheet are prioritized. Mr. Kelley said that Mr. Stein cannot expect <br />Council to approve the request for the pick up truck. Mr. Stein said that he would be happy to <br />take one of the vehicles from the City, who will buy a new truck and retire one to the Rec Center. <br />The Rec is down to two vehicles at the present time. <br /> <br />Mr. Kelley asked if the basis for the Commissioner’s report was to agree on a five-year plan. Mr. <br />DiSalvo responded in the affirmative. Mr. Kelley said that there should be a letter sent from the <br />Commission to Council for the 2005 capital improvements which are above and beyond the <br />budget, along with a five-year plan proposal. Mr. DiSalvo said that this is correct. Mr. Kelley <br />said that, as a Commission, it is its obligation to take care of what it is needed. Whether or not <br />the School Board is looking for this or that down the road is moot. They (the School Board) <br />don’t come to our meetings, and Mr. Kelley went to a few of theirs and listened to their <br />proposals, and it’s and us vs. them scenario as far as he was concerned. The Commission must <br />address its obligation, being the Rec building proper and the facilities at the park. This is a <br />proactive committee; it’s been getting things done.
